Tan Phu Ward is located along the Cau River. More than 10 years ago, it was a poor, purely agricultural commune where people faced many difficulties in life and infrastructure was weak, especially rural roads. Since the implementation of the New Rural Development Program, Tan Phu has begun to upgrade its infrastructure and invest in production development… The face of the rural area in Tan Phu has changed significantly.
However, Tan Phu has only experienced its most significant development in the last four years, since this rural area met the criteria to become a ward. With specific goals and clear plans, Tan Phu began by changing the mindset and practices of its people. Emphasis was placed on public awareness campaigns through various means, including the public address system; integrating information into Party branch and mass organization meetings; and direct meetings with households…
In the process of disseminating information and mobilizing the people, the ward particularly emphasizes the role of influential figures within clans, clusters, and hamlets. Cadres and Party members must be exemplary leaders in carrying out all activities. In addition, the commune Party committee assigns cadres to be in charge of residential areas to work with Party branches, the Fatherland Front committee, and other organizations to disseminate information and record the opinions, thoughts, and aspirations of the people. Through this, obstacles in the implementation of the criteria are promptly addressed.
Alongside fulfilling the criteria to become a ward, Tan Phu district currently has many projects being implemented, placing a heavy burden on the locality. This includes simultaneously achieving socio-economic targets, focusing efforts on criteria that are still lacking or weak, and concentrating on land clearance to facilitate these projects.
Comrade Ngo Van Do, Secretary of the Tan Phu Ward Party Committee: To effectively carry out multiple tasks simultaneously, the ward Party Committee then developed a specific plan and roadmap. In 2022, seven major projects were being implemented in Tan Phu, including: a concentrated resettlement area for landslide-prone and flood-prone areas; Tan Phu Kindergarten; inter-ward roads; riverbank embankments; and the Tan Phu 1 and Tan Phu 2 Industrial Clusters... Among them, the Tan Phu 1 and Tan Phu 2 Industrial Cluster Project covered an area of 131 hectares, affecting over 1,500 households in Tan Phu and Dong Cao wards (80 households had to have their land reclaimed and relocated).
With determination throughout the Party Committee, especially from the cadres and Party members who worked tirelessly day and night in the area to propagate and mobilize the people to actively participate in achieving the goals and tasks, each cadre and Party member played the role of an active propagandist and received the people's consensus. As a result, Tan Phu has successively completed its goals and tasks.

In 2022, Tan Phu was upgraded to a ward. Subsequently, the ward also completed land clearance for several projects, such as: the concentrated resettlement area project for areas at risk of riverbank erosion and flooding, with a total investment of nearly 40 billion VND and an area of 3.6 hectares. The project allocated 55 plots for 55 households eligible for resettlement, each plot measuring 300m2, with complete infrastructure including roads, sidewalks, drainage systems, and a community center.
To date, the infrastructure of the resettlement area has been completed, serving the lives of the people well. For the Tan Phu 1 and Tan Phu 2 industrial clusters, compensation has been paid for land clearance on over 125 hectares of agricultural land, and over 1,180 graves located within the project area have been relocated.
Not only have the people of Tan Phu commune complied well with regulations on land compensation for projects, but they have also readily donated land to expand transportation routes. In the past three years, the commune has mobilized tens of billions of VND to concrete over 10km of roads and nearly 6km of irrigation canals; and coordinated the maintenance, assurance, and development of healthcare , cultural, and clean water supply, lighting, and telecommunications infrastructure. A prime example is the main road leading into the Phu Coc area, over 1km long, which was widened from 3m to 6m by residents who donated land, demolished structures, and contributed labor, at a cost of over 1.2 billion VND...
From an agricultural commune, thanks to effective propaganda and mobilization efforts, and high levels of public consensus in land clearance for projects to improve the transportation system, build infrastructure, residential areas, and industrial zones, Tan Phu ward has now made rapid and strong progress in socio-economic development.
