Don't leave the "battlefield" empty in the private sector.
Speaking at the conference, Comrade Nguyen Xuan Hung, Vice President of the Vietnam General Confederation of Labor (VGCL), highly appreciated the position and role of the Ho Chi Minh City Confederation of Labor. According to him, with 2.3 million union members and nearly 23,000 grassroots trade unions, representing a high percentage of the total number of union members and trade union organizations nationwide, the Ho Chi Minh City Confederation of Labor clearly demonstrates its leading role in the workers' movement and trade union activities.
Reviewing the results of activities in 2025, especially the work of caring for union members and workers during the Lunar New Year 2026, Comrade Nguyen Xuan Hung acknowledged and highly appreciated the efforts and innovative approaches of the Ho Chi Minh City Federation of Labor with many positive and practical results.
The city is also a leader in the digital transformation of trade unions, initially applying artificial intelligence (AI) to some professional tasks, contributing to improved management efficiency and better service for union members.

Regarding future tasks, the Vice President of the Vietnam General Confederation of Labor requested the Ho Chi Minh City Confederation of Labor to focus on stabilizing its organizational structure according to the new model, clearly assigning tasks, and ensuring smooth operation to successfully complete assigned tasks.
Comrade Nguyen Xuan Hung emphasized that the new organizational model requires new operating methods and cannot continue to apply the old ways; in particular, it is necessary to accelerate digital transformation and strengthen the specialization of difficult and important tasks such as accounting and finance to improve transparency and efficiency.

"In the context of Resolution 68 of the Politburo strongly creating favorable conditions for the development of the private economy, if trade unions do not proactively build a core force and develop union membership in the non-state sector, it can easily lead to a situation of 'leaving the field unattended'. Therefore, the work of developing union membership and establishing grassroots trade unions in the private sector needs to be identified as a key, long-term task," said Nguyen Xuan Hung, Vice President of the Vietnam General Confederation of Labor.
"Trade union officials in the new era must be well-trained, specialized, impartial, honest, and capable of promptly resolving issues arising at the grassroots level," the Vice President of the Vietnam General Confederation of Labor suggested.
In that spirit, the Ho Chi Minh City Federation of Labor Unions needs to proactively develop a plan to train and cultivate a team of "high-quality" cadres to meet the requirements of the tasks in the new situation.
In addition, strengthening close coordination between trade unions and other organizations and local authorities is considered a crucial requirement for effectively implementing tasks and promptly resolving issues faced by union members and workers at the grassroots level.

Regarding the upcoming 14th Congress of the Vietnam Trade Union for the 2026-2031 term, Comrade Nguyen Xuan Hung shared that the Central Committee will revise the Charter of the Vietnam Trade Union. Therefore, the Ho Chi Minh City Federation of Labor actively participates in providing feedback and reflecting practical issues from the grassroots level so that the Vietnam General Confederation of Labor can study, absorb, and improve the Charter, ensuring it is more suitable to the practical requirements and development of the trade union organization in the new period.
Improve the quality of care activities.
According to the report on the activities of the Ho Chi Minh City Trade Union, in 2025, the restructuring of the trade union apparatus was implemented smoothly, ensuring uniformity and consistency from the city level to the grassroots.
The labor relations situation in the city is basically stable, creating favorable conditions for trade unions to understand the thoughts, aspirations, and living conditions of workers.
The trade union promptly advises the Party committee and coordinates with the government to resolve emerging issues, contributing to maintaining stability in labor relations and creating a suitable environment for reorganizing and streamlining the organizational structure.
In 2025, Ho Chi Minh City will have over 2.1 million trade union members and workers receiving support and care, with a total budget of over 1,213 billion VND. This result demonstrates the close attention and supportive role of trade unions in protecting and caring for the material and spiritual lives of their members and workers.

Activities during the 17th Workers' Month - 2025, with the theme "Vietnamese Workers Pioneering into a New Era," and the Month of Action on Occupational Safety and Health, have seen many innovations.
Notably, the "Million Gifts - Thank You to Workers" program in 2025 will provide support to 50,000 union members and workers with a total amount of 50 billion VND, demonstrating gratitude and appreciation for the city's workers who have strived and worked hard in production.
Through these activities, the city's trade union branches have provided care for more than 250,000 workers with a total expenditure of over 146 billion VND.

City-level trade unions have successfully recruited 146,482 new members; established 1,087 grassroots trade unions; and recommended 15,947 outstanding trade union members to the Party for further training and admission, including 1,480 outstanding trade union members who have been admitted to the Party.

In 2026, the Ho Chi Minh City Federation of Labor Unions will focus on implementing several key tasks and will also set out a number of main targets.
Specifically, the goal is to increase the number of trade union members by at least 800,000. On average, each grassroots trade union will recommend at least one outstanding member for the Party to consider for training and admission. The Ho Chi Minh City Federation of Labor also strives for at least 81% of units and enterprises with trade union organizations to meet the conditions for negotiating and signing collective labor agreements; and 85% of grassroots trade unions in non-state enterprises and units to participate with employers in promulgating and implementing regulations on grassroots democracy…
On this occasion, Ms. Truong Thi Minh Dung, Chairwoman of the People's Committee of Cau Ong Lanh Ward and former Chairwoman of the District 1 Labor Union, received the Second Class Labor Medal from the President of Vietnam . Mr. Nguyen Thanh Do, Director of the Legal Consulting Center of the Ho Chi Minh City Labor Union, received a Certificate of Merit from the Prime Minister. The Ho Chi Minh City Labor Union awarded the Emulation Flag to 16 collectives.
Also at the conference, the Ho Chi Minh City Federation of Labor Unions presented symbolic plaques representing 350,000 gifts and 18 union-sponsored homes to support the Lunar New Year of the Horse in 2026 to 9 working groups.
