In recent years, digital transformation has become a crucial driving force for socio-economic development in many localities. In Hoang Phu commune, digital transformation activities have been implemented synchronously and effectively, gradually changing the way management and administration are conducted, as well as the lives of the people.

People carry out administrative procedures at the Hoang Phu Commune Public Administrative Service Center.

In the process of digital transformation, Hoang Phu focuses on promoting the application of information technology in administrative reform, building a shared data platform, developing online public services, and promoting e-commerce... These steps contribute to the formation of a modern, transparent administration, reducing processing time, saving costs, and building trust among citizens and businesses.

Currently, 100% of administrative records and procedures are digitized, and 100% of documents are exchanged electronically. The commune People's Committee maintains the use of operational management software, electronic document management, and digital signatures in most work processes; 100% of officials and civil servants use digital signatures to handle work, ensuring comprehensive digitization, legal validity, and efficiency.

In developing the digital economy , the commune encourages people to apply new techniques in farming and livestock breeding, such as using high-quality crop varieties and applying biosafety techniques in livestock farming. Along with that, the commune actively supports business households, cooperatives, and enterprises in using cashless payments, managing sales through digital applications, using electronic invoices, searching for market information online, and encouraging the promotion of distinctive agricultural products and OCOP products through social media and e-commerce platforms. This helps expand the consumer market, increase income, and develop the local economy.

The commune also utilizes fanpages and Zalo groups at the commune and village levels to provide guidance, administrative announcements, educational information, health information, etc., helping people access and respond to information quickly and accurately.

Promote the dissemination of information and guidance to the public on using the VNeID application and online public services, and enhance the use of digital technology in education, healthcare , and social welfare. Schools are applying electronic communication logs, online learning systems, and evaluating results through educational management software; health stations are using electronic health records, electronic vaccination schedules, connecting to remote medical consultations, registering for vaccinations, medical examinations, and paying social insurance and health insurance through digital platforms...

The commune also organizes basic digital skills training sessions for residents to bring technology closer to daily life, supporting people in installing and using useful applications such as electronic identification, online electricity and water payment, etc., helping people form the habit of interacting with the government in the digital environment, effectively using online public services and essential digital platforms.

Along with improving institutions, the commune focuses on investing in infrastructure to support digital transformation. The commune's Public Administrative Service Center has been modernized with a surveillance camera system, computers, printers, scanners, LED screens, and a separate internet connection to serve officials and citizens when they come to conduct transactions. 100% of officials and civil servants responsible for handling administrative procedures have received professional training and are proficient in using specialized software...

Mr. Le Ba Toan, Deputy Director of the Hoang Phu Commune Public Administrative Service Center, said: "In the first three months of 2026, the center received 2,034 online applications. The number of applications processed was 1,994. Of these, 1,464 were processed ahead of schedule, 530 were processed on time, 40 are currently being processed, and there were no overdue applications. 100% of administrative procedures received and processed have their progress and results publicly displayed on the Administrative Procedure Information System and the National Public Service Portal."

Ms. Do Thi Thuoc from Tu Nhien village shared: “Going through administrative procedures now doesn't require filling out forms multiple times like before. Thanks to the synchronized data on the system, people clearly see the convenience and speed. Officials also provide thorough and dedicated guidance. In addition, people also participate in training on using smartphone applications to pay electricity and water bills conveniently and quickly.”

With synchronized and effective implementation, digital transformation is gradually creating a new face for Hoang Phu. The initial results of the digital transformation journey have affirmed the determination and the right direction in building a digital government that serves the people right from the grassroots level.
