Leveraging opportunities for ethnic minorities to escape poverty.

Implementing Resolution No. 09, dated January 11, 2021, of the Provincial Party Committee on the Program for socio-economic development of ethnic minority and mountainous areas for the period 2021-2025, with orientation to 2030, has contributed to changing the face of ethnic minority and mountainous areas, helping the two districts of Khanh Son and Khanh Vinh escape from poverty.

According to Mr. Vo Nam Thang, Director of the Department of Ethnic Minorities and Religion, Khanh Hoa currently has over 82,000 ethnic minority people, accounting for nearly 6% of the province's total population, with the Raglai ethnic group making up over 77%; they are concentrated in the two mountainous districts of Khanh Son and Khanh Vinh. To effectively implement the resolution, the Provincial People's Committee has led the Provincial People's Committee to submit 15 resolutions to the Provincial People's Council for promulgation; the Provincial People's Committee has issued 33 decisions, 10 plans, and numerous other guiding and operational documents to implement the program. In particular, the province has issued specific resolutions allowing localities to use budget and other legal sources to directly support Khanh Son and Khanh Vinh. During the implementation of the program, the province regularly organizes inspections and monitoring in localities to promptly address difficulties and accelerate the program's progress. After more than four years of implementing Resolution No. 09, the program has mobilized significant resources for socio -economic development in the Mekong Delta and mountainous regions. During the 2021-2025 period, the total capital for the program reached over 790 billion VND, of which 85% came from the central government budget.

Resolution No. 09 of the Provincial Party Committee has truly come to life, contributing to changing the face of ethnic minority and mountainous areas throughout the province. To date, the average income of ethnic minorities has reached over 30 million VND/person/year, an increase of 2.14 times compared to 2020; the poverty rate among ethnic minorities has decreased by an average of 7.2%/year; more than 1,130 temporary and dilapidated houses have been eliminated; and 171 public works have been built or upgraded. Notably, essential infrastructure has been invested in comprehensively: 100% of communes have paved or concrete roads to their centers; 100% of households have access to the national power grid, clean water, and television and radio. Health facilities, schools, and cultural centers have been repaired and upgraded; more than 27 health stations have been newly built or upgraded. The enrollment rate for ethnic minority primary school students reached 100%, for lower secondary school students it reached 99.3%, and for 5-year-old kindergarten students it was almost 100%.

In particular, the program has contributed to transforming two mountainous districts, helping them escape poverty. Khanh Son district once had a poverty rate of over 47% in 2021. With the attention and investment from the central and provincial governments, the efforts of the entire political system, and the self-improvement of the people, the poverty rate in the district has decreased rapidly. Mr. Dinh Van Dung, Chairman of the People's Committee of Khanh Son district, said that by the end of 2024, the district will only have over 1,620 poor households, accounting for 20.17%. With focused and targeted attention and investment, by the end of 2024, Khanh Vinh district will have 1,632 poor households, accounting for 14.77% (a reduction of 3,199 poor households compared to the end of 2021). Both districts have been recognized by the Prime Minister as having escaped poverty in 2025.

Resolution No. 09 of the Provincial Party Committee, when implemented, has contributed to raising awareness and creating profound changes in the development mindset of people in mountainous areas. From waiting and relying on others, many households have become self-reliant, boldly switching crops, developing new production models, and gradually escaping poverty sustainably. Many models of organic agricultural production, OCOP products, VietGAP-certified growing areas, new farm models, and cooperatives are gradually forming and expanding. To date, localities in the mountainous and ethnic minority areas of the province have built and formed specialized production areas such as: the durian growing area in Khanh Son (2,924 hectares), and the green pomelo growing area in Khanh Vinh (approximately 600 hectares). Khanh Vinh district has 8 products certified with OCOP 3 stars or higher; Khanh Son district has 34 products certified with OCOP 3 stars and 1 product with 4 stars. To date, many production models have yielded high economic efficiency, with many successful ethnic minority households earning incomes ranging from 100 million VND to over 1 billion VND per year, especially the durian cultivation model in Khanh Son.

Mr. Vo Nam Thang further stated that, thanks to the significant and effective investment from the central government, the province, and local authorities, the socio-economic life of ethnic minority and mountainous areas, especially in particularly difficult communes and villages, has seen remarkable development. Policies supporting the construction of new houses and livelihood development have helped people stabilize their lives and sustainably escape poverty; national defense and security have been maintained; and the trust of the people in general, and ethnic minorities in particular, in the Party, the State, and local Party committees and authorities has been strengthened and consolidated. It is projected that by the end of 2025, the province will achieve 100% of the targets set forth in Resolution No. 09 of the Provincial Party Committee.

In summary, for the period 2021-2025, Khanh Hoa has a great opportunity to build a harmonious, sustainable, and culturally rich mountainous region. Resolution No. 09 not only helps two mountainous districts escape poverty but also creates momentum for long-term development, forming new dynamic areas, contributing to the realization of Khanh Hoa province's comprehensive development goals by 2030, with a vision to 2045.
