In recent years, the reading movement in agencies and units under the 4th Naval Region has been maintained in a systematic manner, becoming a beautiful cultural feature that contributes to improving the spiritual life of officers and soldiers. Particularly on the islands of the Truong Sa archipelago, despite the many difficulties in working and living conditions, officers, soldiers, and the people still maintain the habit of reading books and newspapers as an essential need in their studies, work, and daily lives.

Recognizing the crucial role of reading culture in fostering political acumen and enhancing the skills of officers and soldiers, Party committees and unit commanders consistently prioritize building and strengthening book collections and reading rooms, adding many valuable books. The content of books and newspapers is rich and diverse, focusing on politics, military affairs, law, history, traditions, life skills, and social knowledge, meeting the research and learning needs of the troops. Colonel Nguyen Huu Minh, Deputy Political Commissar of the 4th Naval Region, stated: “Developing a reading culture throughout the region is an important aspect of building a healthy military cultural environment, contributing to the cultivation of character, enhancing political acumen, and improving the level of awareness of officers and soldiers. Through maintaining the habit of reading books and newspapers, each soldier has the opportunity to self-study, self-research, and improve themselves, better meeting the requirements of their duties in the new situation.”

On the islands of the Truong Sa Special Zone, books and newspapers are companions, contributing to enriching the cultural and spiritual lives of the soldiers and civilians on the islands. The image of officers and soldiers, along with the people, taking advantage of their free time to read books and newspapers has become a simple beauty, reflecting a spirit of eagerness to learn, a will to overcome difficulties, and a determination to build a healthy cultural life in this remote and challenging environment. Lieutenant Colonel Nguyen Ngoc Tung, Political Officer of Son Ca Island, Truong Sa Special Zone, said: “Along with performing well in training and combat readiness, officers and soldiers on the island always maintain the habit of reading books and newspapers. This is not only an essential need but also a way for officers and soldiers to cultivate political fortitude, update information, expand knowledge, improve their cultural life, and contribute to building a strong and comprehensive unit.”

Along with maintaining a habit of reading books and newspapers, many units also flexibly organize activities such as: introducing new books, storytelling based on books, exchanging feelings after reading, knowledge quizzes, etc. Through these activities, a vibrant atmosphere is created, encouraging officers and soldiers to proactively learn, research, and apply knowledge to practical work, training, and combat readiness. Private First Class Duong Minh Nhat, a soldier on Sinh Ton Island, shared: “For us, each book and newspaper not only provides entertainment after study and work but also brings a lot of useful knowledge, helping us understand more about the national traditions, the Army, and the Navy; thus, we love our unit more, feel secure in our work, and are determined to successfully complete all tasks.”

The development of a reading culture in the units of the 4th Naval Region has been contributing to building a healthy cultural environment, improving the spiritual life, and fostering the qualities and character of military personnel. This is also one of the important factors contributing to building strong, comprehensive, "exemplary and outstanding" agencies and units, meeting the requirements of firmly protecting the sovereignty of the Fatherland's seas and islands in the new situation.
