Welcome the new year with a new mindset.

Flowers are vying to show off their beauty; spring has arrived in our homeland. Everywhere, flags are hung, lanterns are strung, and flowers are arranged in vibrant colors. Every household is joyful and happy, welcoming the new spring. The Spring of the Year of the Dragon 2024 – a spring celebrating 38 years of national renewal; celebrating 94 springs of the glorious Party's strength and maturity; celebrating our province, after 32 years since its re-establishment, rising strongly to create the Ninh Binh of today.

Despite facing numerous difficulties and challenges in 2023, the Party Committee, government, business community, and people of Ninh Binh province demonstrated a spirit of unity, initiative, creativity, and perseverance, achieving comprehensive results. They completed and exceeded 14 out of 17 planned targets, with 11 targets even surpassing expectations. These results are truly commendable, especially considering the unpredictable changes in the world and the region. This demonstrates how strongly the resilience, willpower, aspirations for development, and dynamic, creative, united, and supportive nature of the people of Ninh Binh are revealed in the face of adversity. The achievements of the past year and since the re-establishment of the province have created a solid foundation for Ninh Binh to successfully implement the socio -economic development goals and tasks for 2024 and the Resolution of the 22nd Provincial Party Congress, term 2020-2025.

The Year of the Dragon - 2024 has arrived. This is a year of special significance, as we must undertake many large, difficult, and strategic tasks. It is a year of acceleration in the 2020-2025 period, and also the year of beginning the preparation process for organizing Party Congresses at all levels, leading up to the 23rd Provincial Party Congress and the 14th National Party Congress. It is also the year of effectively implementing Resolution No. 16-NQ/TU dated August 23, 2023, of the Provincial Party Committee on the rearrangement of district and commune-level administrative units in Ninh Binh province, 2023-2030. Furthermore, it is the year to begin implementing the particularly important task of focusing on building a Millennium Heritage City, part of the goal of making Ninh Binh province a relatively prosperous province by 2030, basically meeting the criteria of a centrally-governed city, and becoming a centrally-governed city by 2035. Ninh Binh's development path towards becoming a Millennium Heritage City is in line with the laws and trends of the times; it simultaneously promotes the glorious cultural and historical traditions of the homeland and meets the increasingly higher aspirations and needs of all segments of the population.

The arrival of the new spring brings new opportunities and impetus for development to Ninh Binh. However, difficulties and challenges remain, requiring the Party Committee, government, military, and people of Ninh Binh to always uphold the spirit of unity, responsibility, courage, steadfastness, determination, dynamism, creativity, focused leadership, close and decisive guidance, clear responsibilities, and striving to achieve the highest possible results in fulfilling the set goals and tasks.

We welcome the new year with a new mindset, proactive, confident, and daring to confront all difficulties and challenges. "Amidst ever-changing circumstances, we must remain steadfast in our socio-economic development goals, oriented towards "green, sustainable, and harmonious" development; economic development must go hand in hand with social progress and equity. Steadfastness and unwavering determination, always remembering the lesson of "putting the people first," will be the key to success. The overarching solution is to focus intensely on the "four directions of acceleration." The decisive factor in ensuring the successful implementation of the tasks is building a clean and strong Party and political system, with the key element being personnel work; selecting truly outstanding individuals with sufficient qualities and capabilities, who dare to think, dare to act, dare to innovate, and dare to take responsibility for the common good.

The main road has been opened. Building on the foundation of today's achievements, with the unity and consensus of the Party Committee and the people, Ninh Binh will certainly continue to reap many more successes in 2024 and the years to come.

Spring has arrived, filling the verdant mountains and clear waters of Ninh Binh's countryside. Here, the Non Nuoc mountain is adorned with fluttering red flags. There, the Hoang Long river flows peacefully. The mountains and rivers of this land of rich culture, a World Heritage Site of Natural and Cultural Heritage, are bursting with the bright colors of spring, sharing in the joy of the people's hearts for a bright and exciting future.
