Despite this, after the merger, Branch Office No. 3 of the State Treasury Region VII still maintained the ability to receive and process a large volume of documents daily, ensuring smooth operation thanks to the spirit of solidarity and innovative solutions adapted to the practical situation.

Branch Office No. 3 was established through the merger of the State Treasuries of Dai Tu, Dinh Hoa, and Phu Luong districts; its headquarters are located at the former Phu Luong State Treasury. Currently, the unit has 29 civil servants, performing tasks related to expenditure control, state accounting, and treasury transactions; serving 21 commune-level budget organizations and 430 budget-using units. The wide scope of management and large volume of generated documents require accurate, timely, and compliant control of documents, payments, and results of administrative procedures.

Over 70% of budget-funded organizations and budget-using units are located 20-30km away from the Transaction Office, making travel and transactions difficult. In response to this, Transaction Office No. 3 proactively researched and adjusted the method of delivering and receiving administrative procedure results to be more convenient for the units, in line with the digital transformation roadmap of the Treasury sector.

Mr. Do Thai Hung, Head of Transaction Office No. 3, informed: The unit has added a method of delivering results through the Document Management System, in addition to receiving them directly and via mail . This method helps reduce the number of trips, shorten transaction time, while still ensuring that administrative procedures are resolved on time and in accordance with regulations.

According to the new procedure, tellers only need to print one copy of the document according to the template for management approval, then scan and send it along with the digitally signed notification through the system. The solution was quickly adopted by the units. From March 15th to December 22nd, 2025, Branch No. 3 received nearly 131,000 applications; of which over 121,000 were processed, and 9,800 applications were returned, accounting for nearly 7.5%.

Along with expenditure control, the tasks of budget revenue and expenditure in the area managed by Branch No. 3 have always been implemented on schedule. As of December 22nd, total budget revenue reached over 505 billion VND, equivalent to 96% of the annual plan; total budget expenditure reached 3,454 billion VND, equivalent to 94.5% of the plan, of which public investment expenditure reached 673 billion VND, achieving 84% of the allocated budget.

Following the merger, the workload for the staff increased significantly, while many had to travel distances of around 30km each day. Ms. Tran Thi Ba Chi, Acting Chief Accountant of Branch No. 3, stated: "Each staff member proactively arranged their work efficiently and intensified their study of professional regulations to meet job requirements."

Speaking directly about processing applications, Ms. Ma Thi Sao, a teller at Branch Office No. 3, shared: "The workload has increased many times compared to before. However, thanks to close coordination within the unit and timely guidance from the leadership, the progress of processing applications is always ensured."

The close support of the Treasury staff has helped many budget-using units gradually adapt to the changes. Ms. Bui Thi Yen, Head of the Economic and Infrastructure Department of Hop Thanh commune, said: Thanks to timely guidance and support from Branch Office No. 3, the commune's accounting work has gradually become more organized; regulations and policies are implemented on time.

Despite limitations in infrastructure and a vast, remote service area, Branch Office No. 3 has maintained its progress in processing applications. Behind these figures lies a spirit of solidarity and proactive innovation, enabling transactions to become increasingly convenient even across greater geographical distances, contributing to the effective implementation of financial and budgetary tasks in the area.
