Driving forces behind economic restructuring.

Looking back at the economies of Quang Nam province and Da Nang city before the merger, we can see a fairly high growth rate and a clear shift in economic structure towards increasing the proportion of key economic sectors such as tourism, services, and trade. This serves as a driving force for Da Nang city to continue its breakthrough growth in the new phase.

The key economic sectors are thriving.

In recent years, the former Da Nang city and the former Quang Nam province have successfully organized many large-scale festivals and events that attract tourists. According to statistics, during the period 2020-2025, the number of guests served by accommodation establishments in the former Da Nang city is estimated to increase by 34% per year, and in Quang Nam province by 42% per year; the average increase for both localities is estimated at 37% per year.

Furthermore, thanks to favorable mechanisms and policies, many large investors have recently come to Quang Nam province and Da Nang city to invest in large-scale, specialized industrial projects. The added value of Da Nang city's industrial sector is projected to increase by 5% per year during the 2020-2025 period, and by 6.4% per year in Quang Nam province. Overall, the two localities are projected to increase by 5.9% per year.

Da Nang city focuses on developing its infrastructure system, forming high-tech zones, industrial parks, and industrial clusters that are synchronized and modern. Quang Nam province prioritizes developing the Chu Lai Open Economic Zone into a driving economic zone for the region and the whole country.

Currently, the Chu Lai - Truong Hai Automotive Complex is on par with other complexes in the region. Meanwhile, the total industrial production value in the Chu Lai Open Economic Zone accounts for more than 60% of the industrial production value of the former Quang Nam province.

The agricultural, forestry, and fisheries economic sector in the 2020-2025 period is oriented towards sustainable development in the two localities, linked with tourism and service exploitation. Farmers and businesses in the area are increasingly applying high technology, thereby increasing productivity and product quality.

Agriculture, forestry, and fisheries are shifting towards large-scale commodity production thanks to land consolidation and concentration. Encouragingly, agriculture is adopting VietGAP, organic farming, and integrated multi-value farming methods that protect the environment and adapt to climate change. Forestry development is linked to the protection and development of natural forests, stabilizing the ecological environment, and improving the quality of large-timber plantations.

In mountainous areas, the development of medicinal plants, with Ngoc Linh ginseng as the main crop, has brought significant economic value. Meanwhile, the OCOP program has developed in depth, forming characteristic OCOP product groups such as Ba Kich (Radix Polygoni Multiflori), Dang Sam (Radix Codonopsis Pilosulae), glutinous rice, peanuts, etc.

Affirming the leadership role

The period from 2020 to 2025, with the COVID-19 pandemic as a backdrop, presented challenges for economic development in both localities. The guiding principle in the management, leadership, and organization of Quang Nam and Da Nang (formerly) was to simultaneously implement a "dual objective": controlling and mitigating the impact of the pandemic while restoring, expanding, and developing the economy.

Both localities have expanded their economies while innovating their growth models, focusing on leveraging their strengths in services and tourism, and exploiting the potential of the marine economy. A notable achievement is the improved labor productivity, coupled with increased investment efficiency and enhanced economic competitiveness.

While the average GRDP growth of Da Nang city at 6.82% per year and Quang Nam province at 4.6% per year during the 2020-2025 period is not high, it acknowledges the efforts of both localities in reviving their economies, which were deeply affected by the pandemic.

The development of Quang Nam province and Da Nang city in the 2020-2025 period cannot be discussed without mentioning the role of promoting the exploitation of resources for investment and development. Total investment capital for development in Da Nang city reached VND 175,124 billion (an increase of 1.3% per year); Quang Nam province reached VND 189,636 billion (an increase of 10% per year); the average increase for both localities was 5.6% per year.

Both localities have promptly implemented Resolution No. 57 dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. Da Nang City prioritizes the issuance of policies supporting the development of semiconductor microchips and artificial intelligence; establishing the Da Nang Center for Research and Training in Microchip Design and Artificial Intelligence, thereby creating new growth drivers.

Quang Nam province and Da Nang city have actively removed difficulties and obstacles, creating favorable conditions for investors to complete investment and construction procedures to implement projects, unlocking resources for development.

During the 2020-2025 term, despite facing numerous difficulties and challenges, the two localities have upheld their tradition of solidarity, implemented creative and flexible solutions, overcome the impact of the COVID-19 pandemic, regained economic growth momentum, and achieved many important results. Both localities have shown many positive aspects in resolving obstacles, unlocking resources, and expanding development opportunities.

Simultaneously, effectively implementing solutions to improve the investment environment, promoting innovative startups, and effectively carrying out planning and investment in the development of a comprehensive socio-economic infrastructure will serve as a driving force for socio-economic development, achieving many successes.

Focus on industrial development.

Industry is playing a crucial role in the development of the new Da Nang city. During the period 2025-2030, the city aims to develop the information technology, electronics, telecommunications, and semiconductor industries, linked to the digital economy, as well as the energy and renewable energy industries.

Da Nang will develop concentrated information technology zones, a chain of software parks, and digital technology enterprises with global competitiveness, creating linkages in research, technology mastery, and the production of digital technology products.

The city is researching the development of a software park in Tam Ky ward; promoting investment in an international fiber optic cable station, connecting the international undersea fiber optic cable to the city. Focusing on developing the Central Vietnam combined-cycle gas turbine project in conjunction with industries in the Chu Lai Open Economic Zone, creating new development momentum for the southern part of the city and the Central Vietnam key economic region.

According to Luong Nguyen Minh Triet, Alternate Member of the Central Committee of the Communist Party and Chairman of the People's Committee of Da Nang City, Da Nang aims for an industrial production index increase of 5-6% per year during the 2025-2030 period; and for the industrial and construction sector to account for 28-30% of the city's GRDP. The city strives to develop high-tech industries, processing and manufacturing industries, and supporting industries following a green and sustainable model.

Creating mechanical, electrical, and electronic products in line with the circular economy, while accelerating the implementation of eco-industrial parks; researching and developing the Halal industry (products and services for Muslims).

Linking the Chu Lai Open Economic Zone with the Dung Quat Economic Zone (Quang Ngai) to form a key coastal industrial center in the region. Developing Da Nang into a national center for automotive and multi-purpose mechanical supporting industries, and a center for deep processing of silica products in the Central region.

According to Vice Chairman of the Da Nang City People's Committee Tran Nam Hung, as the dynamic economic center of Central Vietnam, Da Nang always prioritizes expanding regional linkages and effectively exploiting its geo-economic advantages in the global value chain.

Da Nang has Chu Lai Airport, which is being planned for expansion into a 4F international airport, along with a deep-water seaport system and transportation infrastructure connecting the North-South axis and Laos-Cambodia-Thailand, aiming to become a logistics, industrial, and high-tech center of Central Vietnam, playing a key role in connecting international trade.

The city encourages investors to develop green industries, invest in modern eco-industrial park infrastructure, and create a green ecosystem.
