Dong Son rises up

On the road to Dong Son commune (Tan Son district) in the last days of the year, we clearly felt the changes and progress of the people here. Inter-village and inter-commune roads have been concreted, ensuring the transportation and trade needs of the people; many social welfare facilities such as schools and community cultural centers have been built in a modern style; people have received support for housing construction, preferential loans, vocational training, and technology transfer to improve production efficiency... Officials and people of Dong Son expressed their joy at benefiting from the State's investment policies under the National Target Program for socio -economic development of ethnic minority and mountainous areas in the period 2021-2030, phase I from 2021 to 2025 (Program 1719).

The cultural center in Ben Than area, Dong Son commune, was built with funding from Program 1719.

Dong Son commune, located in a remote and disadvantaged area of ​​Tan Son district, currently has 781 households and 3,623 inhabitants, with ethnic minorities accounting for over 90% of the population. The poverty rate (26.3%) and near-poverty rate (9.6%) remain high compared to the district's average. Over the years, leveraging resources from national target programs, especially Program 1719, the commune's Party committee and government have focused on implementing many contents, sub-projects, and projects under the program in a coordinated manner, harnessing the internal resources of the people. As a result, rural infrastructure and social security have been gradually improved, and the poverty and near-poverty rates have decreased over the years. The people are enthusiastic and actively participate in production and labor, leading to positive changes in the rural landscape.

Accordingly, during the period 2021-2025, Dong Son will benefit from Projects 1, 3, 4, 6, and 10 under Program 1719 with a total investment of over 4 billion VND. Specifically, the following sub-projects and projects have already been disbursed: Housing support for 15 households in Ben Than area (total cost 660 million VND) under Project 1; building a community-based goat breeding production model (including 31 households, with support for breeding goats for 30 households) under Project 3; repairing the commune's public address system and facilities at the commune health station (total cost 101 million VND) under Project 4; and investing in cultural facilities in Xuan 2 and Mit 1 areas (total cost 84 million VND) under Project 6. This will contribute to gradually stabilizing the lives and increasing the income of the local people.

The family of Mr. Dang Van Linh, a Dao ethnic minority member residing in Ben Than area, Dong Son commune, consists of five people and is classified as a poor household without a solid house. Understanding the family's circumstances and aspirations, the commune's Party committee and government submitted a request to higher authorities for assistance in building a house for the family. In 2023, Mr. Linh's family was one of three poor households in Ben Than area to benefit from Project 1 (Program 1719).

Officials from Dong Son commune, in coordination with relevant units, are conducting a review and selection process for beneficiaries of Project 1 under Program 1719 in the commune.

Leading us on a tour of his sturdy house, Mr. Linh excitedly shared: "Previously, my family lived in a makeshift wooden house with a thatched roof. Due to unstable work and a large family, even though we tried our best to save, my wife and I never had enough money to build a new house. Fortunately, we received 44 million VND in government support, borrowed an additional 40 million VND from the District Social Policy Bank, and the rest was saved up by the family and supported by neighbors with labor. This Tet holiday, my family has a new house to celebrate in, and my wife and I are very happy. We are determined to work hard to stabilize our finances and escape poverty in the near future."

Recognizing that the effective implementation of Program 1719 will be a "lever" for the locality to "transform," develop the economy, and increase people's income; ensuring the program is completed on schedule, the locality has actively reviewed and selected beneficiaries of support projects in accordance with regulations, objectively and transparently. At the same time, it has proactively coordinated closely with functional departments and units of the district; promoted and encouraged people to participate in vocational training courses for rural laborers under the Program, focusing mainly on agricultural and non-agricultural occupations such as: raising and treating diseases in livestock and poultry, repairing agricultural machinery, etc.; promoted communication on preserving and promoting the valuable traditional cultural values ​​of ethnic minorities in conjunction with tourism development; commended and honored advanced models, and promoted the role of influential people in the community, contributing to the preservation and promotion of traditional cultural values ​​and ethnic identity.

Having participated in training courses on the transfer of advanced agricultural production techniques and grasped local advantages, many households in Dong Son commune have developed cold-water sturgeon farming models, providing them with stable income.

Currently, Dong Son commune is finalizing the dossiers to support 26 households in purchasing water tanks and 31 households in purchasing machinery for vocational training in agriculture; submitting to the District People's Committee for approval a project to breed buffaloes for 26 households in Mit 1 and Xuan 2 areas; and preparing investment estimates for the construction of cultural centers in 8 residential areas in the commune.

Comrade Ha Thanh Giap - Chairman of the People's Committee of Dong Son commune, said: From the capital of the National Target Programs in general, and Program 1719 in particular, positive results have been achieved in socio-economic development, poverty reduction, and gradually improving the material and spiritual lives of the people of Dong Son commune.

In the coming period, to ensure the program is implemented effectively and synchronously, the locality will continue to closely follow the plan and directives from higher levels to organize effective implementation; promote widespread propaganda to all levels of the people, creating a strong shift in awareness and action, fostering and inspiring a spirit of self-reliance and self-improvement, avoiding a mentality of waiting and relying on others; closely coordinate with specialized departments to survey, prepare dossiers, appraise, and propose project approvals; strengthen the inspection and evaluation of the program's effectiveness, ensuring transparency and democracy according to the principle of "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit" in the management and use of resources associated with the implementation of grassroots democracy regulations...
