Dong Thap: Cai Be strives to become a commune with strong tourism development.

With its geographical location, development space, and new opportunities, along with leveraging the local economic potential and historical and cultural values, Cai Be commune is creating new breakthroughs in socio-economic development and growth, striving to become a commune with a strong tourism industry in Dong Thap province.

Develop specialized fruit-growing areas with high economic value.

According to Resolution No. 202/2025/QH15 of the National Assembly on the reorganization of provincial-level administrative units, the local government formed after the reorganization will officially begin operations from July 1, 2025. Cai Be commune was formed by merging the administrative units of Cai Be town, Dong Hoa Hiep commune, and Hoa Khanh commune (formerly Cai Be district - Tien Giang province), increasing the total natural area to 41.1 km2 and the population to 59,611 people. With its vast land potential and development space, Cai Be has the opportunity to become a strategic buffer zone, developing high-tech agriculture and ecotourism, connecting the chain of urban areas along the Tien River.

In 2025, overcoming many general challenges and difficulties, and despite being in the initial phase of implementing the two-tiered local government model, the officials and civil servants of Cai Be commune demonstrated high determination in fulfilling their assigned tasks. In addition, the commune received infrastructure from the former Cai Be district, creating favorable conditions for the operation of the local government. The staff of officials and civil servants was rationally deployed, ensuring the performance of professional duties and initially meeting the needs of serving the people and businesses in the new phase.

By leveraging its strengths in agriculture and ecotourism , Cai Be aims to become an attractive destination, contributing to improved income and quality of life for its residents.

Notably, Cai Be commune has achieved and exceeded 43 out of 43 targets; total budget revenue in the area from the beginning of the term to date has reached over 166 billion VND (nearly 136% compared to the Resolution).

Agricultural production continues to play a leading role in the economic structure. After the administrative unit merger, this sector has made a new breakthrough: the entire commune has 2,717.63 hectares of fruit trees. With the advantage of a dike system and a reliable water source, the locality has formed specialized areas for high-value fruit trees such as jackfruit, durian, lemon, guava, etc.

To date, the commune has 31 registered planting area codes, including: 8 domestic codes for durian trees with an area of ​​244.12 hectares; and 1 code for jackfruit trees with an area of ​​195.46 hectares. Export planting area codes include 3 codes for jackfruit trees (161.4 hectares) and 19 codes for durian trees (510.14 hectares). In addition, there are 11 packaging facilities and 5 products certified under the OCOP program, creating a competitive advantage in the market.

Industrial clusters and tourist areas, especially the Dong Hoa Hiep Ancient Village, are increasingly developing, meeting the needs of residents and tourists. Political security and social order are maintained; social welfare is ensured, and the quality of life for the people is constantly improving.

During the 2025-2030 term, Cai Be commune has set 13 main targets, 5 key tasks, and 3 breakthroughs for development. These include focusing on restructuring the agricultural sector towards ecological practices, developing key fruit-growing areas, and improving food quality and safety according to VietGAP and GlobalGAP standards.

Simultaneously, the plan encourages the formation of value chains, the application of high-tech and organic agriculture; and promotes investment in post-harvest preservation and processing technologies to meet domestic and export market demands. The goal by 2030 is to achieve an average per capita income of 120 million VND/year; eliminate poverty according to the multidimensional poverty standard; and ensure 100% of schools meet national standards.

In 2026, Cai Be commune will focus on developing its economy in an efficient and sustainable manner; continue to encourage people to renovate inefficient gardens and switch to planting high-value economic crops; and encourage concentrated livestock farming using clean technology, ensuring safety, environmental protection, and disease prevention.

The locality also performed well in the inspection and acceptance of the general agricultural and rural census; managing and adjusting public investment projects; budget estimates; reviewing urban and rural planning; managing market infrastructure assets; and registering business households.

Focus on effectively implementing the Government's Resolution, the Provincial People's Committee's plan, and the resolutions of the Party Committee and People's Council of the commune on socio-economic development, improving the business environment, and enhancing competitiveness. At the same time, continue to implement measures to prevent and control diseases in crops and livestock, especially leaf blight in durian trees.

In addition, the locality focuses on improving the quality of human resources; promoting the application of science and technology, innovation, and digital transformation; and enhancing the productivity, quality, and competitiveness of economic sectors. It also aims to improve the investment and business environment, attract investment, and build new rural areas while improving the lives of the people.

Accelerate the disbursement of public investment capital; speed up the construction progress of key projects; allocate capital appropriately, avoiding fragmentation; and ensure proper settlement and payment procedures.

Mr. Nguyen Thanh Viet Em, Chairman of the People's Committee of Cai Be commune, said that in the new term, the locality will closely follow the resolutions, action programs and breakthrough tasks of the province; implement comprehensive development solutions, focus resources on agriculture and rural areas; develop industry and handicrafts in conjunction with environmental protection and create stable jobs.

In particular, the commune has identified a breakthrough in development based on its tourism strengths, focusing on exploiting the value of Dong Hoa Hiep Ancient Village in conjunction with experiential agricultural tourism, ecotourism, etc., aiming to become an attractive destination and contribute to increasing income for the people.

Striving to become a commune with strong tourism development in the province.

The Resolution of the First Congress of the Cai Be Commune Party Committee, term 2025-2030, identifies three breakthroughs, emphasizing: leveraging the strengths of Dong Hoa Hiep Ancient Village tourism combined with experiential agricultural tourism, eco-tourism, riverside resort tourism along the Tien River, and craft village tourism, while protecting the environment and aligning with overall development planning.

Cai Be commune possesses many rich tourism resources. Cai Be floating market is a distinctive highlight of the riverine culture of the Mekong Delta. Along with Duong Lam Ancient Village (Hanoi) and Phuoc Tich Ancient Village (Hue), Dong Hoa Hiep Ancient Village has been selected by the Vietnam National Administration of Tourism and JICA to develop a rural tourism model.

Thanks to existing advantages and support from JICA, community-based tourism here is increasingly thriving. In addition, the system of ancient houses, communal houses, and temples; orchards of specialty fruits; and traditional craft villages such as those making rice paper, puffed rice, and coconut candy... contribute to creating unique tourism products and promoting the local image.

To develop tourism, the commune has proposed five groups of solutions: diversifying products; improving service quality and human resources; strengthening regional linkages; boosting promotion; and attracting strategic investment.

In this context, infrastructure planning and investment are identified as key factors: upgrading transportation and wharves; connecting tours and routes; preserving floating markets; promoting the Dong Hoa Hiep Ancient Village festival; preserving historical relics; developing community tourism; protecting the environment, and building a green, clean, and beautiful landscape.

With the consensus of the people and businesses, along with a streamlined organizational structure and a strengthened team of officials, Cai Be commune will effectively utilize its potential and strengths, creating a foundation for economic development, especially in the fields of agriculture, trade, services, and ecotourism, aiming for a strong breakthrough in the coming time.
