Dong Thap: Commune level focuses on digital transformation in providing public services

In Dong Thap province, the People's Committee at the commune level established and maintained the effective operation of the models "Citizens do not write", "Citizens submit documents online at home"... to support and answer questions for people at the grassroots level, considering this as a competitive movement, implementing digital transformation initiatives in providing public services.

Innovation in digital transformation

In Sa Dec ward, in recent days, people and businesses when coming to do administrative procedures always feel satisfied with the smart kiosk model at the ward's Public Administration Service Center.

The smart kiosk is equipped with a modern integrated system (including a citizen ID reader, a scanner with QR code scanning function and scanning documents). People only need to insert their citizen ID card, the machine will automatically read the information and automatically enter data into the forms. The scanner has the function of scanning documents and scanning the code to look up the progress of previously submitted documents.

Civil servant Quach Thi Hong Ngoc, Sa Dec Ward Public Administration Service Center, said: "The implementation of this kiosk model contributes to speeding up the process of receiving and processing online records, shortening waiting time, creating convenience for people."

I see this as a breakthrough in assisting us in carrying out administrative procedures. I see that the local government is increasingly serving the needs of our people better.

Mr. Nguyen Van Long, resident of Phu My hamlet, Sa Dec ward, excitedly said: “The first time I came to do administrative procedures, I was guided to use the equipment at the kiosk. Everything was very convenient. I see this as a breakthrough to support us in carrying out administrative procedures. I see that the local government is increasingly serving the needs of our people better.”

Implementing the model of "Citizens do not write", the Public Administration Service Center of My An Hung commune helps people to complete administrative procedures online and quickly digitize them, contributing to a major change in the way administrative procedures are handled compared to before, changing the mindset from "government management" to "government service". The model also helps to limit errors, harassment, inconvenience and difficulties for citizens.

Also in My An Hung commune, the "Citizens do not come" model is widely deployed. The method of implementing the model is through people scanning QR codes at the headquarters of the People's Committee of hamlets, the commune's electronic information page, densely populated areas such as schools, stations, markets, communal houses, pagodas, restaurants, self-governing people's groups... to receive and support people in performing administrative procedures. The model helps support the updating of electronic information fields on online declarations, online submission of documents, limiting people's travel but still being able to perform administrative procedures under the authority of the Commune People's Committee.

Mr. Bui Huu Ngan, Vice Chairman of the Commune People's Committee and Director of the My An Hung Commune Public Administration Service Center, said: "Recognizing the importance of information technology in administrative reform, the Commune People's Committee has applied information technology in receiving and processing administrative records at the Commune Public Administration Service Center, invested in modern facilities, ensuring information security. With the software system for receiving records and returning results, automatic numbering machines, administrative procedure lookup machines, and surveillance camera systems, it helps to strengthen the inspection and supervision of cadres, civil servants, and public employees."

In Phu Tho commune, the commune's electronic information page has soon connected to the national public service portal address, thanks to which, records related to ministries, branches, documents, and file components to resolve administrative procedures are made public on the commune's electronic information page. People and businesses go to the page to download documents and fill in information, convert paper files into electronic files and send them to the receiving and returning results department. The receiving staff will check the procedures and file components are complete and receive and digitize the files to transfer according to the administrative procedure resolution process.

Mr. Tran Hoai Nam, Vice Chairman of the People's Committee of Phu Tho Commune, said: "The commune has also invested in equipping software to support "people without writing" to implement the model of "no writing, no appointment" for a number of administrative procedures; when people come directly to the Public Administration Service Center to do the procedures, they will be supported by staff to apply the software to support the procedures to type the documents (print and photocopy documents for free for people) and guide them to submit documents online via smartphone and return the results to people".

By effectively applying information technology, Phu Tho commune has shortened the processing time for administrative procedures to 20-30 minutes. From July 1 to September 29, the Commune Public Administration Service Center received 1,549 records, of which 579 records were supported to quickly process simple administrative procedures.

Although it is a purely agricultural commune, the process of handling public administrative procedures by applying digital technology in Phu Tho commune makes people satisfied. This is demonstrated through the results of the assessment of the people's service index through the national public service portal, showing that Phu Tho commune ranks 7th out of 102 communes/wards of Dong Thap province.

In recent times, Tan Khanh Trung commune has considered digital transformation as a competitive movement that brings efficiency, substance and speed in serving the people. Since implementing the 2-level local government, the commune has soon established an electronic information page, Fanpage, and Zalo page to digitally transform the commune to propagate and publicize administrative procedures, new information on legal policies, and activities of the local government, thereby the digitization rate of administrative procedure settlement results of this commune has reached 99.16%.

Many solutions

According to the People's Committee of Dong Thap province, in the third quarter, immediately after Dong Thap province merged and switched to a two-level government model, the Provincial Party Committee and the Provincial People's Committee directed comprehensively and decisively on administrative reform. The direction and management activities were implemented in a timely and focused manner, in line with practical requirements after the merger and the orientation of digital transformation.

Regarding administrative procedures, in the early stages of implementing the two-level government, many commune-level public administrative service centers lacked human resources and had unsynchronized facilities. Some administrative procedure files were still behind schedule due to the increased workload after the merger, and the technical system still had errors in interconnection. The level of civil servants receiving and processing files was uneven, many were new, inexperienced, and had not been granted enough official digital signatures, affecting the progress of settlement.

In Phu Tho commune, although many important results have been achieved in applying technology to serve the settlement of administrative procedures, this locality said that in the past, many people still did not have bank accounts to pay fees online, affecting the rate of online payments. Although the administrative procedure settlement system is implemented in an electronic environment, there are peak times when the system runs very slowly, unable to process in time, leading to some files being returned late.

In Tan Khanh Trung commune, most of the equipment and computers are old (using equipment and computers transferred from old district-level units), and their performance is not good enough to operate modern software. Some vulnerable people such as the elderly, the sick, the poor... do not use smartphones to apply for VNeID level 1 and 2 accounts, which also partly affects the online application submission and online payment.

Faced with the above situation, the solution proposed by the commune is to promote the role of the head and leader of the agency as the locomotive to thoroughly grasp, operate, promptly train, encourage, and motivate the team of subordinate civil servants to promote efficiency, responsibility, capacity, boldly propose new ideas and initiatives, and coordinate smoothly between civil servants in charge of advising on the implementation of administrative procedures at specialized agencies.

“The commune has designed a number of billboards, leaflets, video clips... to visually propagate the process of implementing administrative procedures. Continue to promote the operation of the commune's electronic information page, Fanpage, and digital transformation Zalo. Promote the operation of the information technology rescue team and community digital technology team to quickly and effectively support information technology incidents in digital transformation, and guide people to submit administrative procedures online,” said Vice Chairman of the People's Committee of Tan Khanh Trung Commune, Nguyen Pha Le.

According to the People's Committee of Dong Thap province, in the coming time, the province will focus on overcoming difficulties, investing in upgrading digital infrastructure, digital data, promoting data sharing, and improving the quality of online public services.

The Department of Science and Technology of Dong Thap province will preside over and coordinate with departments, branches, sectors, and People's Committees at the commune level to organize programs to improve digital skills for people or programs to support people in digitizing and submitting documents. Review and overcome limitations and shortcomings according to the published list of public services and administrative procedures.

Regarding the electronic information portal system, the Provincial People's Committee has directed the upgrading, editing and updating of the content of the provincial electronic information portal, the electronic information portals of departments, branches and 102 communes and wards according to the 2-level government model, contributing to improving transparency, modernity and efficiency in providing information to people and businesses.
