With the decisive leadership of the Government and the tireless efforts of ministries, sectors, and localities, the goal of a modern and synchronized transportation network is gradually becoming a reality, creating a solid foundation for Vietnam to break through and rise strongly in the new era.
The Resolution of the 13th National Congress of the Party identified a strategic breakthrough in transportation infrastructure as one of the three important pillars for national development. This is not just a goal, but a mandate from the heart, requiring the utmost determination of the entire political system, from the central to local levels.
According to a report by the Ministry of Construction , the country has 37 projects with 95 sub-projects under the State Steering Committee for National Key Projects and Infrastructure (the Steering Committee). Of these, 35 projects are in the road sector and 2 projects are in the aviation sector, with a total investment capital of over 1 trillion VND.
Recently, at the 19th meeting of the Steering Committee, Prime Minister Pham Minh Chinh assessed that the progress of the projects has shown significant improvement. Overcoming initial difficulties in land clearance and material sources, many projects have made breakthroughs, basically compensating for the delays of previous years, and even exceeding the planned schedule. As a result, from the beginning of the year until now, the whole country has completed and put into operation 237 km of expressways, bringing the total length of expressways nationwide to 2,268 km. Along with that, Terminal 3 of Tan Son Nhat Airport has been put into operation, and many sections of coastal roads have also been invested in and inaugurated, bringing a new look to the national transportation infrastructure.

The Prime Minister stated that with the groundbreaking and inauguration ceremonies for major projects scheduled for August 19th, the country will have 2,476 km of expressways and 1,397 km of coastal roads. It is expected that by the end of the year, the country will have completed and exceeded the targets set by the 13th National Congress, which included at least 3,000 km of expressways and 1,000 km of coastal roads (potentially reaching nearly 2,000 km). Alongside this, Long Thanh Airport will also be largely completed, creating momentum and strength for the country to enter a new era of connectivity and sustainable development.
The spirit of "only talking about doing, not talking about turning back" has become the guiding principle for construction units across the country. Highway projects scheduled for completion by 2025 have accelerated the increase in the volume of work being carried out.
For example, the North-South Expressway Eastern section project (2021-2025) saw an increase of VND 20,193 billion; Component 2 of the Bien Hoa - Vung Tau Expressway project increased by VND 1,266 billion; and Component 3 of the Khanh Hoa - Buon Ma Thuot Expressway project increased by VND 1,077 billion. Many projects planned for completion in 2026 are also striving to open the route or complete eligible sections by the end of 2025, shortening the timeline by 4-5 months.
Several projects have seen significant increases in funding, such as Component Project 2 of the Khanh Hoa - Buon Ma Thuot Expressway Project, which increased by over 1,600 billion VND; the Dong Dang - Tra Linh Expressway Project, which increased by 1,871 billion VND; and the Huu Nghi - Chi Lang Project, which increased by 1,643 billion VND. This is an encouraging result, demonstrating the determination of the Government, central ministries and agencies, and local authorities.
We are racing against time, accelerating, and making breakthroughs with a spirit of speed and boldness, seeking solutions to achieve the set goals and successfully complete the strategic breakthrough in transportation infrastructure in accordance with the Resolution of the 13th Party Congress and the directives of the General Secretary.” Prime Minister Pham Minh Chinh |
Dak Lak province has two ongoing expressway projects: Component 3 of the Khanh Hoa - Buon Ma Thuot Expressway Construction Project (Phase 1) and the North-South Expressway Construction Project (Eastern section, 2021-2025). For Component 3, with a length of over 48 km, compared to the contract completion date of the end of 2025, the project's progress has reached over 2,577 billion VND (61.13%), exceeding the schedule by 2.41% (approximately 101.8 billion VND). However, according to the progress commitment made to the Prime Minister during the "500-day emulation campaign to complete 3,000 km of expressways" campaign, the project is behind schedule by approximately 27.35% (equivalent to 1,152.9 billion VND).
To address this situation, Mr. Dang Tho Dan, Head of the Transportation Project Management Department, Dak Lak Province's Investment and Construction Project Management Board for Transportation and Rural Development (the investor), stated: The unit has developed a critical path for overall progress and is determined to complete the project before August 30, 2025, to compensate for the construction volume that is behind schedule. Throughout the project, contractors have organized 41 construction teams with over 460 pieces of equipment and nearly 770 personnel working simultaneously, creating a vibrant atmosphere along the entire route.

For the North-South Expressway Eastern section construction project, phase 2021-2025, the section passing through the province has a total length of over 90 km, traversing 11 communes and wards, with 2 component projects. By the end of July 2025, the volume of work completed reached VND 12,465 billion (80% of the contract). Dak Lak province is determined to complete the Quy Nhon - Chi Thanh component project in September 2025 and the Chi Thanh - Van Phong component project in 2025.
Completing at least 3,000 km of expressways by the end of 2025 will create a modern transportation network, reducing travel time and logistics costs, and boosting trade, tourism, and investment. It will also help bridge the gap between regions, creating opportunities for more equitable development.
