The focus of the economic orientations identified at the 14th National Congress of the Party is to innovate the growth model, shifting strongly from extensive to intensive development, based on knowledge, high technology, innovation, and increased labor productivity. This orientation is also consistent with the production and business strategies of many enterprises today.

The 14th National Congress identified the focus of economic development as being in-depth, based on knowledge, high technology, and innovation, in line with the production and business strategies of many enterprises today.
At a manufacturing enterprise with annual revenue of approximately 1 trillion VND, exporting goods to over 50 countries, the growth target set for 2026 is 30%. The business representative expressed enthusiasm for the Party and State's policies promoting the private sector in recent years, especially those supporting investment in digital transformation, automation, and productivity enhancement, helping businesses improve their competitiveness in both domestic and international markets.
The 14th National Congress further concretized the spirit of Resolution No. 68, affirming the determination to remove barriers and create a favorable investment and business environment, so that the private sector truly becomes an important driving force of the economy. Experts and the business community expect that decrees, circulars, and guiding documents under the law will soon be issued synchronously and effectively, focusing on supporting businesses in terms of capital, land, administrative procedure reform, and strengthening the "connecting" role of the State in helping businesses participate more deeply in regional and global supply chains.

Businesses in Ho Chi Minh City expect the Resolution of the 14th National Congress to create a stable and open legal environment, promoting investment and development of marine economic sectors and import-export activities.
According to economic experts, the documents of the 14th National Congress are significant as a historical milestone, with many contents clearly demonstrating the spirit of supporting, protecting, and encouraging business development, creating confidence for the private economic sector in the new period.
In Ho Chi Minh City, with its advantages in maritime economy, industry, services, and logistics, businesses expect that the new policies in the Resolution of the 14th National Congress will create a stable and open legal framework, helping businesses to invest and expand production with confidence, especially in maritime-related industries such as shipbuilding and import-export. Businesses desire a business environment that increasingly approaches international standards, stable policies, reduced compliance costs, and timely updates on tax and customs regulations to facilitate import and export activities.

Furthermore, the goal of having several state-owned enterprises included in the "Top 500 Global Enterprises" as stipulated in Resolution No. 79 of the Politburo on the development of the state-owned economy is considered strategically significant, reflecting the aspiration for sustainable development and the effort to affirm the position of the Vietnamese economy on the international stage.
Many experts believe that, to realize this goal, breakthroughs in institutions and the business environment are crucial. Management thinking needs to shift strongly from "pre-audit" to "post-audit," from process-based management to goal-oriented and results-based management; laws need to be transparent, equitable, low-cost, reduce risks for businesses, and truly play a constructive role in development. In the new phase, the state-owned economy is also expected to be a pioneer in digital transformation, green transformation, innovation, building modern governance models that approach international standards, and serving as a model for other economic sectors.

Officials, Party members, businesses, and citizens of Ho Chi Minh City believe that the decisions of the 14th National Congress will usher in a new phase of development, creating momentum for breakthroughs in the economy and the country.
With the major directions set forth by the 14th National Congress of the Party, cadres, Party members, the business community, and the people of Ho Chi Minh City express their profound belief that the Congress's decisions will usher in a new phase of development, creating a strong impetus for breakthroughs in the economy and the overall development of the country.
