Corruption, waste, and negative practices are predicted to become increasingly complex.

The government predicts that corruption, waste, and negative practices in some areas will continue to be complex, occurring both in the state and non-state sectors.

On the morning of December 9th, at the plenary session of the National Assembly , the Inspector General of the Government, Doan Hong Phong, acting on behalf of the Prime Minister, presented a report on anti-corruption work in 2025.

Focus on prevention at the source.

The Inspector General stated that the fight against corruption, waste, and negative practices in 2025 will continue to be intensified, making new progress, being more decisive and effective at both the central and local levels, and will be met with public approval, support, and high praise.

Notably, regulations on preventing and combating corruption, waste, and negative practices have placed greater emphasis on early, proactive, and root-cause prevention. Mr. Doan Hong Phong stressed: "Handling corruption, waste, and negative practices has been linked to protecting cadres and Party members who are creative, daring to think and act for the common good, overcoming the tendency of shirking responsibility, avoiding accountability, and being afraid to act among some cadres and Party members."

According to the government , agencies have proactively identified and detected corruption, waste, and negative practices through inspection, auditing, investigation, prosecution, and trial.

Many serious and complex cases occurring in various fields that affect the healthy development of the economy, the lives and health of the people, and the rights of workers... have been dealt with.

The data shows that during the reporting period (from October 1, 2024 to September 30, 2025), ministries, sectors, and localities conducted 2,034 inspections of the implementation of norms, standards, and regulations; detected 149 cases and 274 violators; and recommended the recovery of 17.9 billion VND.

Agencies, organizations, and units have developed plans and implemented the rotation of positions for officials with authority. Accordingly, 8,956 civil servants and public employees have been rotated to prevent corruption.

Notably, in 2025, 40 heads and deputy heads of agencies were disciplined for negligence leading to acts of corruption. Of these, 14 received reprimands, 8 received warnings, and 18 were dismissed from their positions.

Disciplinary action will be taken against leading officials under the management of the Politburo and the Secretariat.

Investigative agencies within the police force have handled 1,363 cases involving 3,187 defendants accused of corruption. The total value of assets lost exceeded 3,801 billion VND and 2,391 square meters of land; over 2,054 billion VND, 50,000 USD, and 2,391 square meters of land have been recovered .

As of the reporting period, investigative agencies within the police force have concluded investigations and recommended prosecution in 813 cases involving 2,044 defendants; temporarily suspended investigations in 72 cases involving 50 defendants…; and are currently investigating 437 cases involving 1,008 defendants.

In exercising the power of prosecution and supervising judicial activities during the prosecution phase, the Procuratorates at all levels have handled 1,041 cases involving 2,931 defendants; currently, 36 cases involving 129 defendants are being processed.

The People's Courts at all levels have also tried 975 cases involving 2,386 defendants for corruption offenses. The first-instance courts sentenced 6 defendants to life imprisonment; and sentenced 88 defendants to prison terms ranging from over 15 years to 20 years.

Reviewing the Government's report, the Committee on Law and Justice noted that "corruption continues to be contained and prevented, with a focus on preventing and curbing the exploitation of organizational structures for corruption and negative practices." In addition, anti-corruption measures have been focused on and directed, achieving many positive results. The role and responsibility of the heads of agencies, organizations, and units in preventing and combating corruption, waste, and negative practices are increasingly affirmed and promoted.

Authorities have also focused on inspecting, reviewing, and scrutinizing projects that are behind schedule, have long-standing backlogs, are inefficient, and cause significant losses and waste, in order to develop mechanisms and policies to resolve these issues definitively.

The Committee on Law and Justice emphasized that in 2025, many major corruption and negative cases with serious consequences will continue to be detected and handled; violations will be clarified, and criminal, administrative, and disciplinary actions will be taken against many officials and civil servants, including leading officials under the management of the Politburo and the Secretariat at both the central and local levels.

Corruption, waste, and negative practices remain complex issues.

Nevertheless, the fight against corruption, waste, and negative practices is recognized as "still facing difficulties, obstacles, shortcomings, and limitations." In particular, measures to prevent corruption have not been fully implemented. The transfer of personnel, control of assets and income, and return of gifts still face limitations and obstacles. While there have been many positive developments in recovering misappropriated or lost assets, a significant amount of assets remain to be recovered. Some cases and incidents have been temporarily suspended due to the fugitive of defendants or the lack of results from international judicial assistance.

Looking ahead, the Government anticipates that corruption, waste, and negative practices in several areas will remain complex, occurring in both the state and non-state sectors. Therefore, the Government continues to identify the prevention and combating of corruption, waste, and negative practices as a central task in its leadership, direction, and administration.

Fundamentally agreeing with the Government's assessment of the corruption situation, the Committee on Law and Justice proposed that the Government clearly analyze the extent to which corruption, waste, and negative practices have been curbed in order to accurately predict the situation; at the same time, it suggested summarizing, evaluating, and fully identifying the limitations and causes, and proposing breakthrough solutions to meet the requirements of the new situation.
