In reality, wastefulness is just as harmful to society as corruption, and it has been occurring in many places, in many fields, and in many forms, from tangible, measurable waste in the use of land resources and public assets... to intangible waste such as wasted time, wasted opportunities, wasted responsibility... In recent years, the entire political system, from the central to local levels, has considered practicing thrift and combating wastefulness as an urgent task. Many specific regulations on this issue have been clearly institutionalized in the Law on Practicing Thrift and Combating Wastefulness.
From awareness to action, many cost-saving and anti-waste solutions are being implemented decisively by all levels and sectors, such as: reviewing and handling slow-progressing projects and public assets, streamlining the apparatus, simplifying administrative procedures, and overcoming the tendency to avoid responsibility... In particular, building a culture of anti-waste throughout society has become a moral and social norm, incorporated into the regulations of each agency and unit, and linked to the specific responsibilities of the head and each individual.
In line with this spirit, Hanoi is a leading locality in establishing the Steering Committee for the Prevention and Control of Wastefulness within the Hanoi People's Committee. Building a culture of frugality and preventing and combating wastefulness has been identified by the city as a key task, resulting in many positive outcomes. The innovation in conference organization alone has yielded significant results in saving resources. Notably, the city organized a conference to implement tasks for 2026 using a combination of in-person and online methods, replacing nearly 1,600 conferences held by various levels and sectors from the city down to the grassroots. Similarly, in the land sector, most recently, the city publicly released a list of 341 slow-moving projects and required investors to submit detailed reports for each project by April 30, 2026, proposing solutions and committing to specific timelines and feasible progress schedules. This is one of the solutions demonstrating the city's determination in combating waste.
Given the significant changes already made, combating waste should become a universal and pervasive action, not only regulated by legal provisions, but more importantly, it must become an awareness, habit, culture, and lifestyle of each individual.
To further promote this task, the Standing Committee of the Hanoi City Party Committee issued Directive No. 11-CT/TU on April 8, 2026, on “Strengthening the leadership and guidance of Party committees in building a culture of thrift and preventing and combating waste in Hanoi City.” This directive emphasizes that building and practicing a culture of thrift is a key political task, placed under the direct and comprehensive leadership of the Party; it is the responsibility of the entire political system and society. A consistent requirement is to make the practice of thrift and the prevention and combating of waste a way of life, a cultural standard, and a standard of public service ethics; it is a criterion for evaluating cadres and Party members throughout the capital's political system. The development of a system of criteria and indicators for evaluating the practice of thrift and the prevention and combating of waste in a specific and measurable manner is also clearly outlined. Therefore, agencies and units must review and standardize work processes to reduce time and costs, improve efficiency; strictly control the organization of meetings; and promote administrative reform and digital transformation.
While wastefulness still exists, responsible involvement from every level, sector, and individual is essential, demonstrated through the efficient use of every penny of budget, every square meter of land, every hour of labor… This will maximize internal resources so that the capital city, along with the rest of the country, can develop rapidly and sustainably.
