Ho Chi Minh City demands a definitive resolution to the issue of the use of public housing and land.

(NLĐO) - The Standing Committee of the Ho Chi Minh City Party Committee assessed that there is still a situation where public housing and land funds are left vacant, slow to be put into operation, and have not been effectively utilized, causing waste.

The Ho Chi Minh City Party Committee has just issued Directive No. 14 on strengthening leadership, guidance, management, and effective use of public housing and land funds in the city.

According to the Ho Chi Minh City Party Committee, in recent times, the state management of public assets in the city has been given attention and guidance by Party committees, Party organizations, and government agencies at all levels.

The management and utilization of public housing and land funds under the jurisdiction of Ho Chi Minh City are basically carried out in accordance with legal regulations, contributing to serving the requirements of socio-economic development, providing office space and operating facilities for agencies and units in the city.

However, some shortcomings and limitations still exist. Specifically, there is still a situation where these facilities are left vacant, are slow to be put into operation and use, have not been effectively utilized, and cause a waste of resources.

The handling of surplus assets following the reorganization of the administrative apparatus and the implementation of the two-tiered local government model has been slow.

The process of handing over and receiving assets at some agencies and units is still protracted; the review, statistics, updating, and standardization of data are incomplete and inconsistent; in some places, responsibilities in the management, exploitation, and use of public assets have not been clearly defined, posing a potential risk of encroachment, degradation, and causing loss and waste of state assets.

To address this, the Standing Committee of the Ho Chi Minh City Party Committee requests that all Party committees, Party organizations, governments, agencies, organizations, units, and localities absolutely prevent any lax management, neglect of assets, misuse of assets, encroachment, deterioration, damage, prolonged vacanting, inefficient use, or the occurrence of losses, waste, and corruption in the management, exploitation, and use of public housing and land funds; and not legitimize existing violations in the management and use of public assets.

Party secretaries and chairpersons of the People's Committees of wards, communes, and special zones are fully and directly responsible to the Standing Committee of the City Party Committee and the People's Committee of Ho Chi Minh City for the management, exploitation, and use of public housing and land funds in their respective areas. In addition, they must strengthen on-site inspections, promptly detect and handle, or propose solutions for, cases of violations, waste, and corruption in the management and use of public assets.

Also in Directive No. 14, the Standing Committee of the Ho Chi Minh City Party Committee requested strengthening inspection, examination, and supervision of compliance with Party regulations and State laws on the management and use of public assets.

Timely detection, proactive prevention, and strict handling of violations, losses, waste, and negative practices in the management, exploitation, and use of public housing and land funds; resolutely reclaiming public housing and land facilities that are used improperly.

According to Directive No. 14, agencies, units, organizations, and localities are urged to promptly review fully and accurately the public housing and land funds currently under their management or temporary management, in order to find definitive, effective, and feasible solutions. This ensures that public housing and land funds are managed, exploited, and used effectively, transparently, and in accordance with the law, as directed by the Prime Minister .

The Standing Committee of the Ho Chi Minh City Party Committee requested that this work be completed before June 30, 2026.

Simultaneously, agencies, units, organizations, and localities should focus on strictly and decisively handling cases of violations and misuse; clearly defining the responsibilities of each agency and unit in the management, allocation, exploitation, and use of each property and land.

Furthermore, proactively review the properties and land in Ho Chi Minh City managed by central ministries and agencies that are being used inefficiently, wastefully, improperly, or inconsistent with the city's planning and development orientation. Based on this review, propose to the Standing Committee of the City Party Committee and the People's Committee of Ho Chi Minh City to recommend to the competent authorities to consider transferring or handing them over to the city for management and exploitation in accordance with regulations.
