The People's Committee and the Department of Health of Ho Chi Minh City have issued Plan No. 228/KH-UBND and Plan No. 7024/KH-SYT on organizing periodic health check-ups for residents in the city in 2026. This is a groundbreaking health policy aimed at shifting from a "check-up when sick" model to a "proactive periodic health check-up, screening, and monitoring of disease risks." The goal is for 100% of residents to receive a free health check-up at least once a year.
The program applies to all Vietnamese citizens actually residing in Ho Chi Minh City (including permanent and temporary residents confirmed through the VNeID application). Target groups range from children, students, and employees in businesses, to vulnerable groups such as the elderly, people with disabilities, those from impoverished households, and informal workers.

The examination content is specifically designed according to age and risk factors. Children under 6 years old have their growth indicators measured, their mental and motor development assessed, and are tested for autism risk. Students aged 6 to under 18 years old focus on mental health assessment, screening for refractive errors, dental problems, and scoliosis. Individuals aged 18 and over undergo basic biochemical tests, complete blood count, chest X-ray, specialist examinations, and early cancer screening.
In terms of procedures, commune/ward health stations, health centers, and mobile health points will play a core role in organizing examinations. A key aspect of the plan is the digitization of results at the examination point and their updating to the Community Health Management Platform within 24 hours. This data will be interconnected and integrated into the Electronic Health Record on the VNeID and Digital Citizen applications, enabling individuals to easily track, search, and manage their personal health throughout their lifecycle.
The total cost of standardized medical examinations will not exceed 350,000 VND/person/examination/year, guaranteed by the State budget, the Health Insurance Fund, and employers. With the concerted efforts of the entire political system and healthcare facilities, Ho Chi Minh City expects to complete the examination and digitization of health data for all citizens by December 31, 2026 at the latest, contributing to reducing the burden of treatment costs and improving the quality of life for the community.
