Tourism is booming, exports are increasing sharply.
At the beginning of the meeting, Director of the Department of Finance La Phuc Thanh provided information on the socio -economic situation in May and the first five months of 2025.
Accordingly, a highlight is the continued flourishing of the tourism sector, with the number of visitors increasing by nearly 85.5% compared to the same period last year, reaching over 2.7 million after 5 months, including nearly 1.1 million international visitors. Tourism revenue is estimated at over 5,000 billion VND, an increase of 55% compared to the same period, thanks to a series of unique cultural activities and festivals under the National Tourism Year program.
Meanwhile, import and export activities continued to recover positively. Export turnover in May was estimated at 136 million USD, an increase of nearly 33% compared to the same period last year; cumulative export turnover for the first five months reached nearly 598 million USD, completing nearly 42% of the annual plan. Import turnover reached approximately 441.7 million USD, an increase of 20.8%.
Total retail sales of goods and consumer service revenue are estimated at VND 26,500 billion, an increase of nearly 16%. Outstanding credit reached VND 86,800 billion, of which credit to small and medium-sized enterprises increased significantly, reaching VND 14,800 billion, up 16.2% compared to the end of 2024. The consumer price index (CPI) in May increased slightly by 0.15%.
In the industrial sector, the industrial production index (IIP) in May increased sharply by 27.4% year-on-year; for the first five months of the year, the IIP increased by 16.6%, with the manufacturing sector continuing to play a leading role. However, in the agricultural sector, the yield of the winter-spring rice crop decreased slightly to 61.8 quintals/hectare due to weather impacts.
According to information presented at the meeting, total investment implemented in the area reached over 11,500 billion VND, a 10% increase compared to the same period last year. In the first five months of the year, the city licensed 11 new projects and adjusted the capital of 2 projects upwards, with a total registered capital of over 22,000 billion VND, including 5 FDI projects. The number of newly established businesses reached 344, with registered capital increasing sharply by 116%, although the number of businesses temporarily ceasing operations also increased to 558 units.
“In the first five months of the year, budget revenue is estimated at 6,134 billion VND, reaching nearly 50% of the annual forecast and increasing by more than 24% compared to the same period last year. Budget expenditure reached approximately 4,655 billion VND. The disbursement of public investment capital has been accelerated, reaching 30.3% of the plan, higher than the national average, ranking 11th out of 63 provinces and cities,” Mr. Thanh emphasized.

Chairman of the Hue City People's Committee, Nguyen Van Phuong, highly appreciated the achievements in socio-economic development during the first five months of the year, while also emphasizing the difficulties and challenges facing the operation of the new urban government model. Mr. Phuong stated that the pressure to meet the year's tasks and targets is immense, while the global context continues to be fraught with instability, particularly issues related to import and export, and tariffs – objective factors that directly impact the locality.
Chairman of the City People's Committee Nguyen Van Phuong requested that departments, agencies, and units closely adhere to each target, effectively fulfill their roles as lead agencies, proactively address bottlenecks, and complete tasks on schedule and decisively. He emphasized the need to clearly define the roles and responsibilities of the heads of departments, especially the leaders of the departments, in handling work thoroughly and preventing prolonged delays.

For the topics presented for discussion, it is necessary to clearly identify the obstacles, propose specific solutions, along with accompanying objectives and solutions, ensuring feasibility and relevance to reality.
Regarding the management of the digital space, the Chairman of the People's Committee of Hue City emphasized the need for simpler and easier-to-use tools and means to support data updating and loading. In addition, the maintenance and use of digital platforms must be substantive and effective; because even with many tools, if they are not operated regularly, they will struggle to survive and maximize their value.
In particular, regarding the merger of administrative units, Chairman Nguyen Van Phuong noted the need to monitor the progress of reorganizing public service units in conjunction with the organizational reform roadmap, ensuring synchronization, efficiency, and avoiding major disruptions to public service delivery.
