From the movement to be close to the people and close to the work.
The emulation movement in Hoa Chau ward was implemented through concrete actions closely linked to the lives of the residents. After its establishment following the reorganization of administrative units, the locality faced many difficulties, especially in governance. It was in this context that patriotic emulation became a crucial "connecting axis," helping the political system and the people act together.
The emulation movements have been concretized in each field, linked to the tasks of socio-economic development. Many targets have been transformed into concrete results, such as: the rate of trained workers reaching over 76%, and more than 1,800 workers being referred to jobs. In the field of administrative reform, from the beginning of 2026 to the present, Hoa Chau has not had any overdue applications. This result shows that emulation is no longer just a mere campaign but has created clear changes in practice.
Mr. Phan Trong Nghia, Chairman of the Hoa Chau Ward People's Committee, believes that emulation is only truly meaningful when the people become the main participants; the movement must be specific, easy to understand, easy to implement, and bring practical benefits in order to create sustainable spread.
From the perspective of the people, the changes are clearly felt in their daily lives. "Previously, many movements were more about campaigning, but now it's different. Every action is linked to specific benefits, such as a cleaner environment, faster procedures, and a clearly improved quality of life," shared Ms. Nguyen Thi Linh, from Bao Vinh residential group.
In A Luoi 1 commune, a mountainous area still facing many difficulties, the emulation movement has shown clear widespread impact when linked to livelihood development and sustainable poverty reduction. Besides promoting vocational training and job creation, the locality is actively encouraging people to develop multi-tiered, multi-canopy garden models linked to the transformation of crop structure to suit natural conditions, contributing to increased income and efficient use of production land. To date, the commune has 3 OCOP products that have achieved 3 stars.
According to Mr. Nguyen Van Hai, Chairman of the People's Committee of A Luoi 1 commune, in mountainous areas, emulation movements must be linked to the goals of poverty reduction, livelihood development, and preservation of cultural identity. When people see the effectiveness clearly, the movement will spread naturally and sustainably.
Innovate emulation campaigns and create motivation from the grassroots level.
The emulation and reward system is being implemented in a more innovative and substantive direction. Many localities have shifted from a scattered approach to focusing on specific content linked to political tasks. At the same time, emphasis is placed on timely and exceptional rewards to motivate outstanding collectives and individuals. Notably, rewards are increasingly directed towards the grassroots level and those directly involved in labor and work, with a rate exceeding 70%. This reflects a clear shift in thinking: rewarding the right people, for the right work, at the right time to create genuine motivation for the movement.
The implementation of a two-tiered local government model also necessitates adjustments to the way emulation campaigns are organized. More authority and responsibility are delegated to the grassroots level, especially the commune and ward levels – where people directly interact and address their concerns. As a result, the identification and recognition of exemplary individuals become more timely and practical, reducing the likelihood of recognition only occurring after passing through multiple intermediate levels.
According to Comrade Tran Huu Thuy Giang, Vice Chairman of the Hue City People's Committee, emulation and commendation should not only be a tool for motivating morale but also become a management method, contributing to improving the effectiveness and efficiency of administration. Emulation work needs to continue to be reformed in a practical direction, closely linked to the political tasks of each locality and sector, using the results of task implementation and the level of people's satisfaction as a measure. At the same time, it is necessary to promptly identify, nurture, and replicate advanced models, linking them to the responsibility of the leaders and ensuring transparency in commendation.
When emulation is linked to the practical interests of the people and businesses, it not only creates momentum but also promotes concrete changes in socio-economic development.
In reality, wherever emulation movements are organized systematically, linked to specific tasks, and rewarded promptly and transparently, the effectiveness of development is evident, and the people's trust is strengthened. Therefore, continuing to innovate emulation and reward work in a practical, easy-to-understand, easy-to-implement, and easy-to-evaluate direction; and at the same time, identifying, nurturing, and replicating advanced models from the grassroots level will be important factors in creating momentum for sustainable development of Hue city.
