Putting the people at the center of service.
From the very beginning of the program, numerous "Digital Summer" youth volunteer teams were established and deployed simultaneously in various localities. With the motto of putting the people at the center of service, youth union members directly guided people in installing and using the VNeID application, performing online public services, making cashless payments, searching for information in the digital environment, and accessing digital utilities to serve their daily lives.
In Song Luy commune, youth union members directly guided residents on how to use smartphones, answered questions about difficulties in accessing technology, and disseminated skills to protect personal information online. In Hai Ninh commune, volunteer youth teams focused on assisting residents in activating level 2 electronic identity verification accounts, integrating electronic documents, and using the features on the VNeID application. During this campaign, Hai Ninh's youth assisted over 250 residents in activating and using level 2 electronic identity verification accounts.
In addition to organizing centralized support points, youth volunteer teams also went directly to individual households, "going door to door" to guide people in installing applications and accessing digital services. This approach, which is both practical and accessible, has helped people gradually develop the habit of using technology to address their daily needs.

Promoting the pioneering role
In addition to supporting people in accessing digital skills, youth volunteer teams also participate in assisting specialized agencies in updating and standardizing data, matching population data and land data, contributing to accelerating the administrative reform process and building a digital government at the local level.
Evaluating the program's implementation, Mr. Tran Viet Anh, Deputy Secretary of the Provincial Youth Union, stated that local Youth Union branches have effectively promoted the pioneering and creative role of young people in participating in the digital transformation of the community. Each Youth Union member is not only a pioneer in applying technology but also a digital communicator and guide, contributing to the popularization of digital skills in the community and gradually building digital citizens from the grassroots level. In particular, many effective models such as "going door-to-door," providing direct support in residential areas, have helped people access digital platforms and online public services more easily, improving their digital skills and contributing to the effective implementation of the "Digital Literacy Movement" throughout the province.

According to Mr. Tran Viet Anh, the program will be implemented throughout the year, with a peak during the Summer Youth Volunteer Campaign from June 2026 to the end of September 2026. The goal is to establish and effectively maintain 130 "Digital Summer" youth volunteer teams, mobilizing at least 5,000 youth union members and young people to participate; supporting 500,000 people in accessing digital skills, activating 30,000 digital accounts, and participating in reviewing and standardizing data in 100% of communes, wards, and special zones. Youth Union branches at all levels will continue to promote a sense of responsibility, innovate methods, and strengthen coordination with agencies and units to improve the effectiveness of the program's implementation.
With a spirit of initiative, creativity, and responsibility, the youth volunteer teams of the "Digital Summer" 2026 are contributing to making digital transformation a reality, creating a strong ripple effect in the "Digital Literacy Movement," and joining hands to build digital citizens, a digital society, and a digital government in the province.
