In recent times, along with the effective implementation of ethnic policies, all levels and sectors in Dong Nai city have paid special attention to promoting the dissemination and education of law at the grassroots level, especially in remote areas where many ethnic minorities live.

To bring the law into practice

One day at the end of May 2026, in Song Ray commune, the Department of Justice - the standing agency of the Dong Nai City Council for Coordination of Legal Education and Dissemination - in coordination with the Bar Association, the Lawyers' Association, the Notaries' Association, and the local government, organized a conference to disseminate, popularize, and provide free legal advice to ethnic minority people in the commune.

Here, the people listened to presentations by Ms. Phan Thi Van, Deputy Director of the State Legal Aid Center No. 1 (Dong Nai City Department of Justice), on regulations related to preventing and combating domestic violence and gender equality; and by Major Dinh Thi Hong Thuy, an officer from the Drug Crime Investigation Police Department (Dong Nai City Police), on legal regulations regarding drug prevention and control in the new situation.

As a result, the law was no longer just dry, rigid regulations but became practical knowledge for individuals to protect themselves, their families, and their communities.

Mr. Vi Xuan Thu, a respected figure among ethnic minority communities in Hamlet 3 (Song Ray Commune), stated: Hamlet 3 currently has over 200 households with more than 1,000 people, of which ethnic minorities account for over 50%, mainly Nung and Tay people. The majority of the residents migrated from northern provinces to clear land and establish settlements more than 40 years ago.

According to Mr. Vi Xuan Thu, previously, the legal awareness of a segment of the population, especially ethnic minorities, was limited. However, along with focusing on improving their material lives, in recent years, the locality has regularly coordinated and organized legal awareness programs with practical content, linked to the rights and obligations of the people. "Through these awareness sessions, people understand more about legal regulations and how to comply with them correctly. In particular, their awareness of building happy families, maintaining community spirit, and working together to develop the economy has also seen many positive changes," Mr. Vi Xuan Thu shared.

Alongside its public awareness campaigns, the Department of Justice also collaborates with lawyers and legal experts from the Dong Nai City Bar Association and Lawyers' Association to provide free consultations and answers to many legal issues arising in daily life when people need them. The most frequently discussed topics include land disputes, inheritance, administrative procedures, and issues related to the legitimate rights and interests of citizens.

Closer to the people, more grounded in reality.

Song Ray commune is currently home to 20 ethnic groups, including 19 minority groups with over 6,700 people, accounting for 21.64% of the commune's total population. Over the years, the material and spiritual lives of the ethnic people have improved significantly. Simultaneously, the work of disseminating legal knowledge has always been emphasized, contributing to raising awareness of living and working in accordance with the Constitution and laws.

Speaking at the Conference on Disseminating, Popularizing, and Providing Free Legal Advice to Ethnic Minority Communities in Song Ray Commune, Deputy Director of the Department of Justice Ly Hau Hong Le emphasized: The Party and the State have always considered ethnic affairs and ethnic policies as tasks of long-term strategic significance. In particular, improving legal knowledge and awareness of law compliance among ethnic minority communities is a crucial aspect.
