Visiting the mosques in Vinh Hau commune, one can easily sense the consensus and positive attitude of the Cham people in accessing the Party's guidelines and the State's policies and laws. According to Lieutenant Colonel Thieu Van Doan, Head of the Vinh Hau Commune Police, due to the unique religious practices of the Cham people, the local authorities often choose the time after prayer services to organize legal awareness campaigns. "At this time, people gather in large numbers at the mosques. These are not only places of religious activity but also centers of community life, where people meet and exchange ideas about life's issues. Choosing mosques as locations for these campaigns helps bring the Party's guidelines and the State's policies and laws closer to the people," Lieutenant Colonel Thieu Van Doan stated.
Propaganda work among the Cham people is constantly being innovated in content and form, creating a closer relationship between the people and the police force and local organizations. Mr. Du So, Secretary of the Party Branch of Ha Bao 2 hamlet and a member of the Management Board of Eh San Mosque, said that the entire hamlet currently has nearly 500 households with more than 2,550 Cham people. Because they live in a community, whenever there is a new resolution, policy, or initiative, the Management Board integrates the dissemination of information into the weekly Friday noon ceremonies. "This is the time when a large number of young people and residents gather at the mosque, so the dissemination of information and gathering of opinions will be more effective," Mr. Du So shared.
Leveraging the prestige and role of religious leaders and dignitaries, many legal regulations are conveyed to the people in a relatable and easily understandable way. Commune police officers regularly use real-life situations to educate people about the methods and tactics of various types of crimes, helping them raise their awareness and comply with the law. Mr. Su Kuôr, residing in Ha Bao 2 hamlet, said that his family has four children in their teenage years, so he is very interested in the police's awareness campaigns. "Through the information disseminated, I gain more knowledge to educate my children to stay away from social evils, and at the same time, actively participate in reporting crimes, contributing to maintaining security and order in the locality," Mr. Kuôr said.
In addition to direct outreach at mosques, the police and various organizations also conduct mobile outreach, distributing leaflets and legal documents, and providing advice to the people on issues related to daily life. As a result, the legal awareness of the Cham people has gradually improved; their awareness of complying with regulations on traffic, residence, crime prevention, and drug prevention has been increasingly strengthened.
Mr. A Pho, residing in La Ma hamlet, shared that thanks to the attention of the government and the police force, people have access to legal information more regularly. “I have been able to persuade my relatives to abandon social vices and focus on honest work. I hope that in the future there will be more awareness campaigns so that people can keep up with new policies and have a closer relationship with the police force,” Mr. Pho said.
The Cham people also actively participate in the nationwide movement to protect national security, providing valuable information to help law enforcement agencies combat and prevent crime and violations of the law. Political security, order, and social safety in areas with large Cham populations are generally maintained, creating favorable conditions for socio-economic development and improving people's lives.
According to Lieutenant Colonel Thieu Van Doan, in the coming time, all levels and sectors will continue to innovate the content and methods of propaganda, promote the application of information technology, and leverage the role of influential people and religious leaders in mobilizing the masses. At the same time, emphasis will be placed on building a team of grassroots propagandists with legal knowledge and understanding of the customs and traditions of the Cham people to improve the effectiveness of legal dissemination and education .
