When wanting to park, drivers must comply with parking regulations and park in designated areas.

At intersections equipped with traffic lights or traffic controllers, there will be a stop line (line 7.1) according to QCVN 41:2019/BGTVT issued with Circular No. 54/2019/TT-BGTVT.

Accordingly, line 7.1 is used to identify the stopping point for vehicles waiting for a signal to proceed. Specifically, this line is used to identify the position where drivers must stop when there is a red light or when there is a R.122 sign.

The markings are also used to indicate where drivers must stop under certain conditions in specific locations, such as: on the approach ramp to a level crossing with the railway, on the left-turn waiting lane within the crossing, and before the pedestrian crossing markings.

Therefore, when there is a red light or a signal from a traffic controller, the driver of the vehicle must stop before the stop line number 7.1.

If the shaded area is also marked with a stop line and the driver stops right there, it is still in accordance with regulations.

However, if the stop line and the shaded area are far apart, and the driver still chooses to stop in the shaded area, they may be fined according to Decree 100/2019/ND-CP.

Specifically, point d, clause 2, Article 6 of Decree 100/2019/ND-CP, amended and supplemented by Decree 123/2021/ND-CP, stipulates:

A fine of 300,000 to 400,000 VND will be imposed on drivers of motorcycles, mopeds (including electric motorcycles), and similar vehicles who stop or park on urban roads causing traffic obstruction; gather three or more vehicles on the road or in road tunnels; or park or leave vehicles on urban roads or sidewalks in violation of the law.

For cyclists and motorized bicycle riders, the fine for the above-mentioned offense ranges from 80,000 to 100,000 VND (according to point k, clause 1, Article 8 of Decree 100/2019/ND-CP).
