Vietnam has early participated in and signed international treaties on guaranteeing fundamental human rights and civil rights, including freedom of speech and freedom of the press.

Throughout the process of building and defending the Fatherland, the Vietnamese Party and State have always identified ensuring and implementing freedom of speech and freedom of the press as one of the important solutions to awaken and promote the will, aspirations, intellect, and spiritual strength of all strata of the people in order to successfully achieve the goal of a prosperous people, a strong nation, democracy, fairness, and civilization.

The 2013 Constitution recognizes citizens' right to freedom of speech, freedom of the press, and access to information. The exercise of these rights is regulated by law (Article 25). In this spirit, the 2016 Press Law, the 2016 Law on Access to Information, the 2017 Cybersecurity Law, and their subordinate regulations were developed, passed, and implemented with many new provisions to better ensure these rights.

Vietnam has been an early signatory to international treaties guaranteeing fundamental human rights and civil rights, including freedom of speech and freedom of the press. Vietnam's efforts and achievements have been recognized and highly appreciated by international human rights institutions such as the Human Rights Committee and the United Nations Human Rights Council during their national reports under these conventions.

The world today is witnessing and benefiting from the tremendous achievements of the information technology revolution. The Internet has permeated the daily lives of everyone. Essentially, the Internet is an open environment, allowing users to freely provide, search for, and use information. Depending on the motives, purposes, and perceptions of the organizations and individuals using it, the information posted online can be positive, negative, or even contrary to the interests of the community and society.

It is important to emphasize that all freedoms, including freedom of speech, freedom of the press, and freedom of the internet, must have certain limits. These limits are set to ensure legitimate freedom for the majority of people, not for a small group of individuals who speak recklessly and make impulsive statements solely for selfish personal motives or biases, rather than for the stability and consensus of society and the community.

However, in recent times, many individuals and hostile forces have exploited freedoms, including freedom of speech, freedom of the press, and freedom of the internet, to undermine Vietnam, specifically by sabotaging the Party's ideological foundation and spreading false information and opinions to diminish Vietnam's international prestige and image. Individuals such as Cu Huy Ha Vu, blogger Me Nam, Pham Doan Trang, and more recently Nguyen Lan Thang, under the guise of being "human rights activists," have fabricated false information to oppose Vietnam. These are violations of the law and must be dealt with strictly according to legal regulations to protect national security and maintain social order and safety.

Every citizen in Vietnam is free to share and express information and personal opinions. This is vivid evidence that the Party and State always respect and protect the right to development of each citizen, the right to freedom of information, and freedom of the Internet. Vietnam's impressive achievements in the Internet sector, the rich practices of domestic journalism and publishing, and the results in improving the people's enjoyment of spiritual life are undeniable proof of this.
