Stop BOT investment form at Phan Thiet airport

On October 27, the People's Council of Lam Dong province, term X, 2021-2026, held the fourth session (special session) to review and decide on many contents under its authority.

At the session, the Lam Dong Provincial People's Council delegates voted to approve a resolution to halt the investment plan for the construction of Phan Thiet Airport (formerly in Binh Thuan province), specifically the civil aviation component, under the BOT contract model.

According to the report of the Lam Dong Provincial People's Committee and the verification of the Economic and Budget Committee of the Lam Dong Provincial People's Council, in accordance with the direction of the Prime Minister, in 2014, the People's Committee of Binh Thuan province (formerly) implemented the investment project to build Phan Thiet airport - civil aviation component - under the BOT form, with a scale of a 4C airport, a total investment of over 1,693 billion VND, equivalent to a Group A project.

In 2018, the Ministry of Transport (now the Ministry of Construction) approved the adjustment of the detailed planning for Phan Thiet Airport for the period up to 2020, with a vision to 2030. Accordingly, Phan Thiet Airport is planned as a 4E-class domestic airport, serving as a dual-use civil and military airport.

According to Decision No. 159, dated August 13, 2025, of the Prime Minister, Phan Thiet Airport was approved to be included in the list of dual-use defense facilities, belonging to the Phan Thiet military airport.

After many years since the signing of the BOT contract, the project has only carried out investment preparation and land clearance work, and has not yet commenced construction, thus failing to create momentum in the socio-economic development of the province.

Furthermore, according to the approved plan, the previously approved project is no longer consistent with the approved plan because the scale of the plan (level 4E) is higher than the scale of the approved project (level 4C).

Previously, in August 2025, the People's Committee of Lam Dong province reported to the Prime Minister requesting approval to terminate the BOT investment model under the PPP Law and switch to the investment model under the Investment Law for this project - the civil aviation component.

In September 2025, Deputy Prime Minister Tran Hong Ha suggested that the People's Committee of Lam Dong province, based on current legal regulations, terminate the project contract, approve the investment policy, and approve the adjustment of the investment policy for the Phan Thiet Airport project (civil aviation component) according to its authority and in compliance with the law.
