Stop BOT investment form at Phan Thiet airport

On October 27, the People's Council of Lam Dong province, term X, 2021-2026, held the fourth session (special session) to review and decide on many contents under its authority.

At the meeting, delegates of Lam Dong Provincial People's Council voted to pass a Resolution on stopping the investment policy of the Phan Thiet airport construction project (formerly Binh Thuan province), civil aviation category under the BOT contract form.

According to the submission of Lam Dong Provincial People's Committee and the review of the Economic - Budget Committee, Lam Dong Provincial People's Council, implementing the direction of the Prime Minister, in 2014, Binh Thuan Provincial People's Committee (formerly) deployed the investment project to build Phan Thiet airport - civil aviation item in the form of BOT, the scale of the project is a level 4C airport, the total investment is more than 1,693 billion VND, equivalent to a group A project.

In 2018, the Ministry of Transport (now the Ministry of Construction) approved the adjustment of the detailed planning of Phan Thiet Airport for the period up to 2020, with a vision to 2030. Accordingly, Phan Thiet Airport is planned as a 4E-class domestic airport, with the role of a shared civil and military airport.

In Decision No. 159, dated August 13, 2025 of the Prime Minister, Phan Thiet Airport was approved to be included in the list of dual-use defense works, belonging to Phan Thiet military airport.

After many years since the signing of the BOT contract, the project has only carried out investment preparation and site clearance work, has not yet implemented construction investment, and has not created momentum for the socio-economic development of the province.

In addition, according to the approved planning, the previously approved project is no longer consistent with the approved planning, because the planning scale (level 4E) is higher than the approved project scale (level 4C).

Previously, in August 2025, Lam Dong Provincial People's Committee reported to the Prime Minister to request the policy of ending the BOT investment form under the PPP Law, switching to the investment form under the Investment Law for this project - civil aviation category.

In September 2025, Deputy Prime Minister Tran Hong Ha requested the People's Committee of Lam Dong province to base on current legal regulations to terminate the project contract, approve the investment policy, and approve adjustments to the investment policy of the Phan Thiet Airport project (civil aviation category) according to its authority and comply with legal regulations.
