The People's Committee of Lam Dong province has requested a temporary halt to the project to expand Tran Quoc Toan road running along Xuan Huong lake due to ongoing investment and construction review.

The project, proposed by the Da Lat City People's Committee in September 2023, is over 1.5 km long and has an investment of 55 billion VND from the budget. When implemented, the road will change the land use purpose of more than 3.3 hectares of land on the Cu Hill golf course.
Cu Hill, spanning over 62 hectares, is located next to the scenic Xuan Huong Lake. In 1920, the French designed it as a golf course, but for a time it was used for other purposes. In 1994, it became a golf course. The hill is one of the few places in the center of Da Lat with abundant green spaces and minimal urbanization or concrete construction.

In March 2023, the Da Lat City authorities discovered that Hoang Gia DL Joint Stock Company had constructed two large-scale illegal and unauthorized buildings on Doi Cu Hill. The investor was subsequently fined 240 million VND and ordered to demolish the illegal structures.
