
Duong Hoa commune was formed from the merger of the former Quang Long, Quang Son, and Duong Hoa communes, with a natural area of over 220 km², stretching from the highland border region adjacent to China to the Tien Toi estuary, and a population of over 17,200 people. This merger has opened up a continuous economic development space, connecting the highlands with the coastal areas, the border with the interior, creating significant room for sustainable socio-economic development.
Sharing with reporters, Mr. Nguyen Son Ha, Standing Vice Chairman of the People's Committee of Duong Hoa commune, said: Despite facing many difficulties and challenges due to natural disasters and epidemics in the first year of operation under the two-tiered local government model, socio-economic indicators still achieved positive results. The total value of production in the commune's economic sectors reached over 1,419 billion VND, exceeding the plan; state budget revenue in the area is estimated at over 237 billion VND, equivalent to 138% of the projected amount. The commune has achieved the goal of eliminating poverty; average per capita income reached 85 million VND/year. This is an important foundation for the locality to enter the new year with firm confidence.
One of the outstanding advantages of Duong Hoa commune is its tea growing area, covering approximately 140 hectares, with an annual yield of 1,400-1,600 tons of fresh tea leaves. Located in the northeastern part of Quang Ninh province, Duong Hoa boasts a unique geographical location with high mountains bordering the sea. The interplay between the highland border climate and sea breezes from the Gulf of Tonkin has given the local tea a very distinctive flavor – rich, with a deep, sweet aftertaste and a delicate taste – making it increasingly popular with consumers.
After operating under the new model, the commune has implemented the "Project for the Development, Enhancement of Value and Competitiveness of Duong Hoa Tea Region, giai đoạn 2026-2030, with a vision to 2040". Accordingly, tea is identified as the key crop for wealth creation, linked to the development of agricultural tourism and experiences. Tourists can not only buy tea but also participate in tea picking, traditional tea processing, and enjoy tea in a pristine ecological environment.
In the days leading up to Tet (Lunar New Year), on the lush green tea hills, people are busy harvesting the spring tea crop. Mr. Le Quang Thang, a typical organic tea grower in Duong Hoa, happily shared: "Responding to the commune's policy, my family has converted 3 hectares of hillside land planted with old tea varieties to planting Huong Bac Son tea variety. Thanks to the suitable soil, the new variety yields high productivity, good quality, and stable selling prices; the clean tea product is therefore positively received by the market."
To achieve the project's objectives, the commune is encouraging residents to replace old tea varieties with new ones such as Huong Bac Son and Ngoc Thuy; and simultaneously transitioning to organic farming methods. The long-term goal is to build and establish the brand "Duong Hoa Sea-flavored Tea" associated with the development of eco-tourism and experiential tourism.

Besides its strong agricultural potential, Duong Hoa is also a land rich in cultural identity. The integration of various ethnic groups has created a diverse cultural space in Duong Hoa, including the Kinh, Dao, Tay, and San Chi. Many traditional festivals such as the Coming-of-Age Ceremony, the Wind-Avoiding Festival, the Nang Sang Festival, and the New Rice Festival are preserved and revived. The commune also boasts many beautiful landscapes such as Vay Cave, Duc Mountain, Quang Nam Chau Ecological Reserve, and Truc Bai Son Lake, creating advantages for the development of ecotourism and experiential tourism.
To capitalize on its cultural and scenic advantages, the commune has developed a "Project for the Preservation and Promotion of Traditional Cultural Values in conjunction with Sustainable Tourism Development, giai đoạn 2025-2030". This is an important orientation that will help the commune not only enhance its cultural value but also open up new avenues for the local economy.
A new spring is arriving, bringing with it the aspirations for breakthroughs in a land rich in potential. Building on the achievements of 2025 and with a determination to innovate, Duong Hoa is gradually realizing its goal of building a model, prosperous, and civilized new rural area in the northeastern border region of the country.
