Previously, the People's Committee of Quang Ngai province had submitted a report to the Prime Minister on the results of the assigned tasks related to the construction project of the North-South East Expressway, phase 2021-2025, the section passing through Quang Ngai province.
According to a report by the Quang Ngai Provincial People's Committee, the biggest difficulty and obstacle in exploiting mineral resources for common construction materials is the process of changing land use purposes and forest land use purposes, which most localities have encountered and are still facing during the implementation of the North-South expressway construction project. The reason is that the procedures for these projects take a long time to complete, affecting the overall progress of the project.
Therefore, the People's Committee of Quang Ngai province requests the Prime Minister to consider and direct relevant ministries and agencies to provide guidance on resolving this issue.
Considering the proposal of the People's Committee of Quang Ngai province, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Natural Resources and Environment to take the lead, in coordination with the Ministry of Planning and Investment, the Ministry of Agriculture and Rural Development , and other relevant ministries and agencies, to study the recommendations of the People's Committee of Quang Ngai province, guide relevant localities in implementing the work of changing land use purposes and forest use purposes; amend regulations within their authority or report to competent authorities for consideration and amendment, promptly resolving difficulties and shortcomings; and complete this by October 2023.
