After two days of urgent, responsible, and effective work, the 17th session of the 18th Provincial People's Council entered its final working session with many important contents.
This morning (December 8th), the 17th session of the 18th term of the Ha Tinh Provincial People's Council proceeded with important agenda items and the closing session. Responding to and explaining the issues of concern to delegates and voters, Chairman of the Provincial People's Committee Vo Trong Hai affirmed: In the context of the world situation continuing to evolve rapidly, complexly, and unpredictably, with more difficulties and challenges than predicted having directly and multifacetedly impacted the socio -economic situation, our province has still achieved positive and important results in various fields.
The economy achieved high growth compared to the national average. Significant achievements were made in the socio-cultural sectors. Social welfare work received attention and yielded practical results. Administrative reform was accelerated, with the issuance of numerous regulations to address policy obstacles, promote decentralization and delegation of power, resolve outstanding issues, and strengthen discipline and order. Political security and social order were ensured.
Notably, economic growth reached 8.05%, ranking 15th out of 63 provinces and cities nationwide; economic growth in 2024 is projected at 8-8.5%; industry played a key role as a driving force for economic growth (contributing 3.5% to the overall 8.05% growth); agriculture enjoyed good harvests and favorable prices, with an additional 3,600 hectares of land converted (total converted area reached 10,700 hectares); public investment disbursement reached 90% of the capital plan assigned by the Prime Minister by November 30th (ranking 13th out of 114 ministries, sectors, and localities); and the pilot project to build a province meeting the standards of the New Rural Development program was successfully implemented...
The Chairman of the Provincial People's Committee analyzed and clarified some issues of concern to voters related to various fields; he requested that the entire political system, elected representatives, and all strata of the people enhance their sense of responsibility, act more decisively, and show even greater determination to strive for the successful achievement of the set goals and tasks.
In the immediate future, focus on directing winter-spring crop production and disease prevention; decisively implement tasks related to budget revenue collection and public investment disbursement; land clearance for key projects; strengthen market management; ensure the supply of goods at the end of the year; take care of social welfare; prepare the best conditions to serve the people during Tet; promptly resolve incidents at the grassroots level, absolutely preventing the emergence of complex hotspots related to security and order...
Concluding the questioning session, the Provincial Party Secretary and Chairman of the Provincial People's Council, Hoang Trung Dung, emphasized: The 17th session of the Provincial People's Council dedicated one day to questioning. Unlike previous sessions, this session primarily focused on questioning members of the Provincial People's Committee. In subsequent sessions, the Standing Committee of the Provincial People's Council will continue this questioning approach, ensuring that members of the Provincial People's Committee, heads of departments, including heads of centrally-affiliated agencies, will have the opportunity to question.
The delegates' questions reflected issues of concern to the people and voters. Comrade Hoang Trung Dung also frankly acknowledged and pointed out: There are issues, and some members of the Provincial People's Committee have not frankly recognized the responsibilities of their respective sectors and the role of their leaders; in directing some tasks, there has been a lack of concern and a failure to recognize difficulties and bottlenecks, but they have been hesitant in handling and advising; there is still a situation where officials lack expertise, are not up-to-date on new policies, and are not truly exemplary in their behavior and work; in some areas, there are signs of lax management, leading to negative occurrences; and in some areas, decentralization and delegation of power are not clearly defined...

In response to questions from members of the Provincial People's Committee, Comrade Hoang Trung Dung requested the Provincial People's Committee and relevant departments to pay attention to the following issues: advising on mechanisms and policies to support agricultural development, strongly developing organic farming models, strengthening the management of pesticides, focusing on advanced processing, developing and improving the quality of OCOP products, and paying attention to the market for agricultural products. Along with completing the criteria for recognizing 3 districts as achieving New Rural Area standards and eliminating 2 communes that have not yet met the New Rural Area standards, the entire province must focus on completing the 10 provincial-level New Rural Area criteria.
The Provincial Party Secretary also requested attention to and resolution of shortcomings and obstacles in the field of natural resources and environment; review of projects that have been approved in principle, creating favorable conditions for investors and handling projects that are not implemented as committed; effectively implement issued policies, promptly support cement supply, increase budget revenue, and accelerate the disbursement of public investment; advise on projects and resolutions on the development of culture and people in Ha Tinh and successfully organize many major events, creating a wide-ranging impact; strengthen information and communication management, and press management; overcome the shortage of medicines, supplies, and biological products in medical facilities; effectively implement vocational training, job creation, and social welfare...
Based on the results of the questioning session at this meeting, the Provincial Party Secretary and Chairman of the Provincial People's Council requested the Provincial People's Committee and all levels and sectors to take into account the opinions of the People's Council representatives and voters, and proactively implement the tasks and solutions. The committees, the Provincial People's Council representatives, and the voters should monitor and supervise the implementation of the contents that the members of the Provincial People's Committee have answered.
Comrade Hoang Trung Dung directed: The Standing Committee of the Provincial People's Council, the committees of the Provincial People's Council, the groups of delegates of the Provincial People's Council, and the delegates should strengthen supervision of the implementation of issued resolutions and the handling of opinions and recommendations of voters; the Fatherland Front and mass organizations should promote propaganda work, creating unity and consensus to effectively implement the development policies of the province and localities; the Provincial People's Committee, agencies, units, and localities should focus on directing the completion of the highest possible goals and tasks for this year; strengthen market and price management, ensure food safety and hygiene; fully and promptly implement policies for people with meritorious services, and take care of social welfare.
