Consider supporting animal disease control for small and medium enterprises in Ha Tinh

(Baohatinh.vn) - Although they are large livestock farming units in Ha Tinh, when unfortunately affected by the epidemic, many small and medium-sized enterprises have not received support policies to overcome the situation like small-scale livestock farming households.

Ha Tinh is one of the provinces with a large-scale livestock farming operation in the North Central region. In recent times, the province has frequently been affected by natural disasters and dangerous diseases such as African swine fever, avian influenza, lumpy skin disease, and shrimp diseases, causing serious damage to organizations and individuals operating in the livestock and aquaculture sectors.

Besides small-scale livestock farmers, the province currently has more than 35 small and medium-sized enterprises engaged in livestock and shrimp farming. However, when disease outbreaks occur, these enterprises have not received the same support to mitigate losses as individual households.

Despite suffering significant losses in shrimp farming, shrimp farmers have yet to receive any support policies.

In July 2025, the shrimp farm of Tri Duc Ha Tinh Co., Ltd. suffered losses of over 200 million VND due to disease. Mr. Pham Van Huy, Director of Tri Duc Ha Tinh Co., Ltd., said: “We invested billions of VND in building a standard pond system, machinery, and environmental treatment, but when the disease occurred, the losses were enormous, yet we received no support for recovery. If the province considers providing partial support, the business will have more resources for reinvestment. Besides that, we also hope the province will have other, more long-term solutions; researching the development of agricultural “insurance” for those affected by diseases and natural disasters, we are ready to purchase insurance.”

Shrimp farming businesses hope the province will study the possibility of developing an agricultural "insurance" system to protect against disease outbreaks and natural disasters.

For small and medium-sized enterprises (SMEs) involved in livestock farming, outbreaks of disease in pigs or cattle are far more severe than for individual households. However, in the past, support policies have only been applied to affected households, while businesses have not been considered. Surveys show that many businesses hope the province will implement more appropriate and equitable support policies in the future, especially for businesses that are investing systematically and applying high technology in livestock farming.

When an outbreak of disease occurs in pig or cattle herds, businesses are affected much more severely than small-scale households.

The feedback from small and medium-sized enterprises in the area is also consistent with the regulations and resolutions issued by the central government recently. Specifically, the Government has issued Decree No. 116/2025/ND-CP regulating policies to support the remediation of animal diseases, effective from July 25, 2025.

According to this Decree, the beneficiaries of the policy include: production facilities; individuals participating in disease control; and relevant agencies, units, organizations, and individuals involved in the implementation. Production facilities are understood to be individuals, households, cooperatives, cooperative unions, and agencies and units of the People's Armed Forces (excluding enterprises belonging to the armed forces) engaged in livestock farming, aquaculture, and the production and breeding of aquatic species.

Decree 116/2025/ND-CP requires localities to concretize it through resolutions of the Provincial People's Council to serve as a legal basis for implementation.

According to Clause 3, Article 12 of Decree 116/2025/ND-CP, localities must base their decisions on the level of support on their budget balance, other legitimate financial sources, production characteristics, and local realities.

In addition, Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on the development of the private economy also emphasizes the requirement to allocate sufficient resources from the central and local budgets for programs and policies supporting businesses.

The Economic and Budget Committee (of the Provincial People's Council) worked with the Department of Agriculture and Environment on the contents to be presented at the upcoming session of the Provincial People's Council.

Following the central government's guidelines and the provincial People's Committee's directives, the Department of Agriculture and Environment has advised on the development of a resolution stipulating the level of support for overcoming animal disease outbreaks in the province, and submitted it to the provincial People's Committee for reporting to the Provincial People's Council at its 31st session (special session), which is expected to take place soon.

The draft resolution has been widely circulated for comments from various units and localities, publicly posted on the province's electronic information portal, and reviewed by the judicial authorities in accordance with legal procedures.

Many opinions and assessments expressed agreement with this content; however, Ha Tinh is currently among the provinces that receive annual budget support from the central government. Therefore, balancing the budget to support small and medium-sized enterprises in overcoming the pandemic is a significant challenge.

Ms. Nguyen Thi Thuy Nga, Head of the Economic and Budget Committee (Provincial People's Council), stated: “The Committee has thoroughly researched and evaluated the draft resolution and basically agrees with the proposed content. Regarding support for small and medium-sized enterprises to overcome the pandemic, the Committee proposes that the Provincial People's Council consider and discuss providing support at a level appropriate to the local budget balance, ensuring fairness among beneficiaries, and in line with the spirit of Resolution No. 68-NQ/TW of the Politburo on the development of the private economy.”
