Ha Tinh is one of the localities with large livestock farming scale in the North Central region. In recent times, the province has been frequently affected by natural disasters and dangerous epidemics such as African swine fever, avian influenza, lumpy skin disease, shrimp diseases... causing serious damage to organizations and individuals operating in the field of livestock farming and aquaculture.
In addition to small-scale livestock farming households, the province currently has more than 35 small and medium-sized enterprises raising livestock and shrimp. However, when the epidemic broke out, these enterprises did not receive support to overcome the damage like households.

In July 2025, the shrimp pond of Tri Duc Ha Tinh Company Limited suffered a loss of more than 200 million VND due to the epidemic. Mr. Pham Van Huy - Director of Tri Duc Ha Tinh Company Limited said: "We invested billions of VND to build a system of ponds, machinery and environmental treatment that met standards, but when the epidemic occurred, the damage was huge but we did not receive any support to overcome it. If the province considers partial support, the business will have more resources to reproduce. In addition, we also hope that the province will have other longer-term solutions; research on building agricultural "insurance" when affected by epidemics and natural disasters, we are ready to buy insurance".

For small and medium-sized livestock enterprises, when an epidemic occurs in pigs or cattle, these units are affected much more severely than small households. However, in the past, support policies have only been applied to households that have suffered losses, while businesses have not been considered. Through the survey, many units hope that in the coming time, the province will have more appropriate and fair support policies between economic sectors, especially for businesses that are investing systematically and applying high technology in livestock farming.

The sharing of small and medium-sized enterprises in the area is also consistent with the regulations and central resolutions issued recently. Specifically, the Government has issued Decree No. 116/2025/ND-CP regulating policies to support the prevention of animal diseases, effective from July 25, 2025.
According to this Decree, beneficiaries of the policy include: production establishments; people participating in disease control; agencies, units, organizations, and individuals involved in the implementation. Production establishments are understood to be individuals, households, cooperatives, cooperative unions, agencies, and units of the People's Armed Forces (except enterprises of the Armed Forces) engaged in livestock farming, aquaculture, production, and breeding of aquatic species.
Decree 116/2025/ND-CP requires localities to specify it by resolution of the Provincial People's Council as a legal basis for implementation.
According to Clause 3, Article 12 of Decree 116/2025/ND-CP, localities must base on their ability to balance the budget, other legal financial sources, production characteristics and local reality to submit to the Provincial People's Council to decide on the support level.
In addition, Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development also emphasized the requirement to allocate sufficient resources from the central and local budgets for programs and policies to support businesses.

Following the policies of the Central Government and implementing the direction of the Provincial People's Committee, the Department of Agriculture and Environment has advised on the development of a resolution regulating the level of support for overcoming animal diseases in the area, submitting it to the Provincial People's Committee to report to the Provincial People's Council at the 31st Session (special session) scheduled to take place in the near future.
The draft resolution has been widely consulted with units and localities, publicly posted on the province's electronic information portal and appraised by judicial agencies in accordance with legal procedures.
Many comments and assessments expressed agreement with this content. However, Ha Tinh is currently a province in the group receiving annual balanced support from the central budget, so balancing the budget to support small and medium-sized enterprises to overcome the epidemic is not a small challenge.
Ms. Nguyen Thi Thuy Nga, Head of the Economic - Budget Committee (Provincial People's Council) said: "The Committee has closely studied and assessed the draft resolution and basically agreed with the proposed content. Regarding support for small and medium-sized enterprises to overcome the epidemic, the Committee proposed that the Provincial People's Council consider and discuss support at a level appropriate to the local budget balance capacity, ensuring fairness among the subjects, and at the same time in line with the spirit of Resolution No. 68-NQ/TW of the Politburo on private economic development".
