The Ministry of Education and Training has just issued Circular No. 24/2024/TT-BGDĐT dated December 24, 2024, on the Regulations for the High School Graduation Examination.

The Ministry of Education and Training stated that, in preparation for the high school graduation exam from 2025 onwards, based on the 2018 General Education Program, which differs in its focus on assessing students' competencies rather than knowledge and skills as in previous exams, the Ministry has been actively preparing early, proactively, and thoroughly.

The Prime Minister issued Directive No. 37/CT-TTg on October 7, 2024, to strengthen the direction, coordination, and organization of the high school graduation exam and university and vocational education admissions in 2025.

The Ministry of Education and Training has meticulously prepared and announced the plan for the 2025 high school graduation exam as early as the end of 2023; it has issued the exam structure format and sample exam papers for all subjects in a way that aligns with assessing students' abilities; it has trained teachers nationwide on question design and exam organization, and provided technical training to localities; and it has intensified widespread testing of the application of information technology in all stages of the exam, etc.

To establish a legal framework for organizing examinations for the purpose of graduation assessment, evaluating teaching and learning on a nationwide scale, and serving the purpose of university and college admissions, the Ministry of Education and Training has developed, widely consulted, and officially issued Circular No. 24/2024/TT-BGDĐT dated December 24, 2024, on the Regulations for High School Graduation Examinations from 2025.

Accordingly, the newly issued regulations, in addition to inheriting the content of regulations that have been implemented smoothly and stably in recent years, especially in 2023 and 2024, have some noteworthy new points.

Specifically, the 2025 high school graduation exam will be held in three sessions: one session for Literature, one session for Mathematics, and one session for an elective subject. Candidates will be arranged according to their chosen subject combinations to optimize exam rooms and scores.

Compared to previous years, the exam has been reduced by one session and two subjects, thereby reducing pressure and social costs while still ensuring the quality of the exam.

A combination of coursework assessment scores (transcript) and exam results will be used in the graduation recognition process, with a 50-50 weighting. The average transcript score for all years will be calculated using a weighted system.

The Ministry of Education and Training believes that increasing the proportion of continuous assessment scores (report cards) from 30% to 50% will provide a more accurate assessment of students' abilities according to the 2018 General Education Program (including many other abilities not fully assessed by the graduation exam). In addition, report cards from grades 10 and 11 will also be used (with a smaller weighting than grade 12) instead of only grade 12 as before. This change is intended to promote teaching and learning from the moment students enter high school.

According to the new examination regulations, foreign language certificates will continue to be used for exemption from the graduation examination, but they will no longer be converted into a perfect score (10 points) as before; the graduation score calculation formula will not include foreign language points in this case.

This method continues to encourage foreign language learning but aims for greater fairness in graduation assessment. For example, previously, students with an IELTS score of 4.0 were also converted to a score of 10, the same as students with an IELTS score of 8.5.

Regarding bonus points, the Ministry of Education and Training has removed the bonus points for vocational certificates for all candidates; and removed the bonus points for computer skills certificates, foreign language certificates, and vocational secondary school diplomas for candidates in Continuing Education.

This content aims to align with the 2018 General Education Program, while also creating equality by awarding the same diploma to students graduating from both formal and continuing education programs.

The new examination regulations also allow foreign candidates to use their Vietnamese language certificates to be exempt from the Literature exam in the high school graduation recognition process.

This content aims to facilitate the graduation recognition process for foreigners studying general education programs in Vietnam, while still ensuring a basic understanding of Literature through classroom learning and taking exams to obtain Vietnamese language certificates.

For the first time in the high school graduation exam, an additional method of transporting exam papers from the exam paper drafting committee's location to the printing and copying points in all 63 provinces and cities has been added via an encrypted and secure transmission system provided by the Government Cipher Committee.

This is a significant step forward in applying technology to key stages of the exam organization process. This new method of transporting exam papers helps to deliver original exam papers quickly and promptly, reducing the time and personnel required for transporting exam papers compared to the traditional method; at the same time, it is also an early, proactive, and important step in implementing the exam plan according to the announced roadmap for transitioning from paper-based to computer-based testing.
