To reduce administrative burdens, improve management efficiency, and facilitate businesses, many administrative procedures in the fisheries and irrigation sectors have been reviewed and simplified in a timely manner. For example, for aquaculture production and breeding facilities, the procedure for granting and re-granting certificates of eligibility has been proposed to be adjusted to eliminate the requirement to submit a description of the facility's conditions. This reduces duplication of documents in the application file and saves 16.67% of costs compared to before. The procedure for granting aquaculture permits within the protected area of ​​irrigation works under the licensing authority of the Hue City People's Committee has also been adjusted to eliminate the need to submit a copy of the business registration certificate, reducing costs for citizens and businesses by 11.11%.

These are two of many administrative procedures that the city's agricultural sector has proposed to reduce in order to simplify administrative procedures. According to statistics, last year, the Department of Agriculture and Environment proposed the reduction and simplification of 30 administrative procedures, achieving the highest rate compared to other departments and agencies in the city.

In the transportation sector, significant adjustments have also been made to enhance the application of digital technology and facilitate convenience for citizens. Specifically, for the procedure of issuing registration certificates and license plates for specialized motorcycles for the first time, the Department of Construction has proposed accepting electronic invoices instead of originals, reducing costs by 28.86% and minimizing unnecessary paperwork. Digitizing documents in this field not only reduces processing time but also minimizes errors and loss of documents during the process.

The construction sector has also witnessed changes with increased transparency of information and the application of digital technology to planning management. Accordingly, the procedures for providing planning information at all levels have been proposed to be adjusted towards integrating information lookup via VNeID accounts and applying electronic invoices, helping to reduce costs by 66.67%. This is an important step towards modernizing the provision of planning information, helping people easily access information without having to go directly to the management agency, while limiting the "request-and-grant" situation in handling procedures.

The judicial sector has also seen significant changes aimed at streamlining administrative processes. Specifically, the authority to handle the consolidation of notary offices has been transferred from the City People's Committee to the Department of Justice, shortening the processing time from 35 days to 20 days. This decentralization is considered to not only reduce the workload of the City People's Committee but also ensure higher professionalism in handling applications, maximizing convenience for citizens and businesses needing to consolidate notary offices.

According to the Standing Vice Chairman of the Hue City People's Committee, Nguyen Thanh Binh, the review, reduction, and simplification of administrative procedures, processes, and processing times under the city's management authority is a key objective that the City People's Committee has consistently focused on implementing to innovate and reform the administrative system for the satisfaction of organizations and citizens. Last year, the city completed 100% of the targets set in the plan. Notably, in addition to key areas, departments and localities also expanded the review to include irrigation, inland waterways, construction, and religion.

The results show that 62 administrative procedures in 11 areas have been proposed for simplification, and 14 related legal documents have been recommended for amendment. These changes are expected to reduce compliance costs by 42%, contributing to improving the business environment and enhancing the quality of service to citizens. This is an important step in Hue City's administrative reform roadmap. These reforms not only help to make the process of handling procedures more transparent but also create the most favorable conditions for citizens and businesses.
