To effectively achieve the goal of sustainable poverty reduction, in recent years, the Provincial Party Committee and the Provincial People's Committee have focused on decisive leadership and direction, issuing many programs, plans, and solutions appropriate to the practical conditions. Resources from the National Target Program for Sustainable Poverty Reduction have been prioritized, contributing to significant improvements in infrastructure, livelihoods, and the lives of people in disadvantaged areas. During the 2021-2025 period, the entire province allocated over 860 billion VND to implement dozens of poverty reduction projects, thereby improving the quality of life for people in disadvantaged areas. Simultaneously, policies supporting production development, technology transfer, vocational training, job creation, preferential credit, and livelihood support have been implemented synchronously, creating conditions for people to have more opportunities to develop their economy and gradually rise out of poverty sustainably.
In addition, the infrastructure system continues to receive investment, creating favorable conditions for production development and improving the quality of life for the people. Policies on health, education , housing, clean water, environmental sanitation, and social assistance for the poor have been fully and promptly implemented. In particular, through the program to eliminate temporary and dilapidated houses, the entire province has supported the construction and repair of 3,509 houses for poor and near-poor households, households with difficult circumstances, and people with meritorious services to the revolution, with a total budget of over 195 billion VND. Currently, the province is focusing on eliminating temporary and dilapidated houses for 48 children of resistance fighters who were exposed to chemical toxins.

According to Ms. Nguyen Thi Lan, Deputy Director of the Department of Agriculture and Environment, thanks to the synchronized implementation of various solutions, poverty reduction efforts in the province have achieved positive results. To date, the poverty rate in the province has decreased to 0.92%, equivalent to 5,169 poor households; the near-poverty rate is 2.44%, equivalent to 13,759 near-poor households. Along with the effective implementation of the National Target Program for Sustainable Poverty Reduction, the province has issued many social welfare policies such as: supporting health insurance and housing for poor and near-poor households, raising the social assistance standard, and encouraging participation in voluntary social insurance. Poverty reduction efforts are closely integrated with socio-economic development programs, new rural development, and development of ethnic minority and mountainous areas. Besides funding from the central and local budgets, communes and wards also actively mobilize social resources to support housing construction, develop production models, create livelihoods, contribute to improving people's lives, and effectively achieve the goal of sustainable poverty reduction.

To meet the development requirements of the new phase, the province has determined to continue implementing poverty reduction efforts in a sustainable and multi-dimensional manner, ensuring that people not only escape poverty in terms of income but also improve their quality of life and have full access to basic social services. In the coming period, the province will continue to effectively implement programs and projects under the National Target Program for New Rural Development, Sustainable Poverty Reduction, and Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2026-2035, and Phase I from 2026 to 2030. Simultaneously, it will focus on supporting production development, diversifying livelihoods, replicating effective poverty reduction models; and promoting vocational training linked to labor market needs, creating sustainable jobs, and contributing to increased income and improved living standards for the people.
Ms. Nguyen Thi Lan stated that in the coming period, the entire province will focus on implementing the Project on building and replicating diversified livelihood models associated with sustainable poverty reduction for the period 2026-2030. Through this project, the province aims to reduce the poverty rate by 1% to 1.5% per year according to the sustainable poverty standard for the period 2026-2030; striving to support 80% of working-age people in need from poor and near-poor households in the province to improve their agricultural, forestry, and fisheries production capacity to innovate production methods and techniques, ensure food security, meet nutritional needs, and increase income. In addition, the province aims to have 100% of communes achieving new rural standards by the end of 2027, with 10% of communes achieving modern new rural standards. This is also one of the important prerequisites for the province to achieve its goal of becoming a centrally-governed city by 2027, while maintaining the average poverty rate during the 2027-2029 period at a level equivalent to the national average.
Alongside this, the province continues to effectively implement preferential credit policies, housing support, health insurance, education, and social assistance; and improve the quality of public services for the people. Propaganda and mobilization efforts are also intensified to inspire self-reliance, self-improvement, and the aspiration to escape poverty among the people, gradually reducing the mentality of dependence on state support. One of the key tasks identified by the province is to link poverty reduction with the socio-economic development strategy, the construction of new rural areas, urban development, and digital transformation. Through attracting investment and developing key economic sectors such as tourism, industry, logistics services, marine economy, and digital economy, the province will create more job opportunities and increase people's income, thereby creating a strong impetus to effectively achieve the goal of sustainable poverty reduction.
With a rapidly developing economy, the attention of the central government, and the strong determination of the entire political system, the province is gradually realizing its goal of reducing the poverty and near-poverty rates to the lowest possible level. The achievements in poverty reduction not only contribute to ensuring social security and improving the material and spiritual quality of life for the people, but also create a solid foundation for rapid and sustainable socio-economic development. This is also an important driving force for the province to successfully achieve its goal of becoming a centrally-governed city as planned.
