Individuals who receive salary and are considered for annual emulation and commendation at any unit can request to be considered and awarded the title of People's Artist or Meritorious Artist at that unit.
Managers at educational establishments who, while holding a management position, participate in raising and teaching to meet the minimum quota as prescribed, will be counted as time spent directly raising and teaching and converted according to the law. specific levels.
Based on the functions, tasks, characteristics of each subject, and the type of educational institution with similar properties, Decree No. 35 divides it into 7 groups of subjects uniform in both the People's and Human Resources standards to develop standards to facilitate educational institutions when implementing the Decree.
Pay attention to specific target groups
A special new point in Decree No. 35 is the development of standards for specific target groups according to the provisions of the Law on Emulation and Commendation 2022.
Specifically, the working time in border areas, on the sea, on islands, and in areas with extremely difficult socio-economic conditions according to Government regulations is multiplied by a factor of 2 when calculating the working time. This creates conditions for teachers from local and private universities to have the opportunity to participate in the award consideration.
The new Decree also clearly stipulates initiatives to consider awarding the title of People's Artist and Meritorious Artist. Decree No. 35 also cuts administrative procedures, shortens processes and time, and specifies criteria towards quantitative standards.
Accordingly, there are only 3 council levels left (grassroots level, ministry/department/sector/province/national university level, and State level).
