The new Decree stipulates that achievements to be considered for the title of People's Teacher or Meritorious Teacher must be achieved during the time working in the education sector; Do not use achievements that have been considered for State honorary titles to consider awarding titles.
Individuals who receive salary and are considered for annual emulation and commendation at any unit can request to be considered and awarded the title of People's Artist or Meritorious Artist at that unit.
Managers at educational establishments who, while holding a management position, participate in raising and teaching to meet the minimum quota as prescribed, will be counted as time spent directly raising and teaching and converted according to the law. specific levels.
Based on the functions, tasks, characteristics of each subject, and the type of educational institution with similar properties, Decree No. 35 divides it into 7 groups of subjects uniform in both the People's and Human Resources standards to develop standards to facilitate educational institutions when implementing the Decree.
Pay attention to specific target groups
A special new point in Decree No. 35 is the development of standards for specific target groups according to the provisions of the Law on Emulation and Commendation 2022.
Specifically, the working time in border areas, on the sea, on islands, and in areas with extremely difficult socio-economic conditions according to Government regulations is multiplied by a factor of 2 when calculating the working time. Considered and awarded the title of People's Artist and Meritorious Artist.
Teachers, educational facility managers currently working in areas with extremely difficult socio-economic conditions or schools, classes for people with disabilities, centers supporting the development of inclusive education can enjoy preferential regimes and policies when requesting consideration for awarding titles.
The new Decree also adds standards for teachers and administrators at educational institutions with 15 years or more of continuous work at schools and school sites in remote areas of villages and communes with favorable conditions. especially difficult socio-economic conditions, has made many contributions to the local education cause, mobilized many learners to go to school and maintained the number of students, and was rewarded by the district council based on the proposal. of educational institutions to review and select no more than 1 representative teacher or administrator at the educational institution for each review period.

The new decree also adds a number of new standards to evaluate teachers' pedagogical talent.
Specifically: Compiling thematic reports at conferences and professional seminars organized by ministries, departments, branches, provinces, departments or presiding over the compilation of training materials according to training programs... to demonstrate skills pedagogical capacity, soft skills, ability to organize professional activities and the pervasiveness and influence of teachers in the locality where they work.
In addition to the title of excellent teacher, additional titles of teacher in charge of excellent teams, excellent homeroom teacher, etc.
Because according to the Ministry of Education and Training, in reality, in the education sector, there are also titles of good homeroom teacher, good teacher in charge of the team, good pedagogical lecturer, and prize-winning teacher and lecturer at competitions. , contests, competitions at the ministerial, department, branch, provincial level or higher... The regulations on content, standards, records, and competition organization authority of these competitions are equivalent.
In addition, with regard to doctoral training standards, currently not all universities or majors are assigned the task of training doctoral students, especially private universities and affiliated universities. local.
Therefore, the Ministry of Education and Training proposes to replace the achievement of doctoral training for fields and schools that are not assigned the task of training masters and doctoral degrees with the achievement of guiding graduate students to successfully defend their theses. masters, level II specialist doctors, resident doctors; or guide students, groups of students to win student scientific research awards at the school level or teachers whose scientific research topics have won awards (or commendations) at the school level or higher...
This creates conditions for teachers from local and private universities to have the opportunity to participate in the award consideration.
The new Decree also clearly stipulates initiatives to consider awarding the title of People's Artist and Meritorious Artist. The initiative is effectively applied in teaching or management and has the ability to be replicated in ministries, departments, branches and provinces in accordance with regulations on initiative charter and the Law on Emulation and Commendation (old Decree). regulations are initiatives recognized by direct superiors).
Adding initiatives recognized by the Head of the General Staff or the Head of the General Political Department that have a scope of influence in the industry equivalent to initiatives that are effectively applied in teaching or management and have a scope of influence in the ministry , provincial departments and branches.
Decree No. 35 also cuts administrative procedures, shortens processes and time, and specifies criteria towards quantitative standards.
Accordingly, there are only 3 council levels left (grassroots level, ministry/department/sector/province/national university level, and State level). There is no regulation on the establishment of Councils for considering teacher awards at educational establishments and units; Obtaining votes of confidence, providing guidance on filing documents, confirming documents, and evaluating the reputation and influence of teachers will be carried out by the Unit's Emulation and Commendation Council.
