Along with legal regulations, village customs and conventions are rules of conduct agreed upon by the community to regulate social relations, aiming to preserve and promote the good customs, traditions, and cultural values of the community. Recognizing this, Ha Trung district has always focused on building, adjusting, preserving, and promoting local traditional cultural values.

In order to further promote the role and value of the village regulations, Bai An village, Ha Linh commune, has adjusted some contents to conform with regulations and guidelines on the development of community regulations. Currently, the village regulations consist of 8 chapters and 28 articles. In addition to general provisions, the regulations also focus on solidarity, mutual assistance in economic development, and building cultured families...
Implementing the contents of the village regulations, the people in the village always strictly abide by the Party's guidelines and policies, the State's laws and regulations, actively participate in patriotic emulation movements, build a cultural life, do well in promoting education and talent development, and protect the environment... Implementing the Project to build a cultural residential area, the people of Bai An village unanimously agreed to land clearance, actively participated in donating land, and contributed to the construction of the cultural and sports complex. Environmental sanitation is ensured to be bright, green, clean, and beautiful. For many consecutive years, the Bai An village Party branch has achieved the status of clean and strong, and more than 96% of families have achieved the title of "Cultural Family"...
Trinh Xuan Luc, Party Secretary and Head of the Fatherland Front Committee of Bai An village, said: “Since the village's regulations and customs were regularly revised and adapted to reality, all movements and activities in the village have been unanimously supported and implemented by the 351 households. The regulations and customs have proven valuable in implementing legal provisions, clearly defining the contents of building and preserving a cultured lifestyle, practicing civilized customs in weddings, funerals, festivals, and other occasions; in promoting education and talent, and protecting the environment... The development of these regulations and customs has contributed to preserving, maintaining, and promoting good customs and traditions, building a cultural life, and ensuring political security, order, and social safety in the locality.”
Bai An village is one of the units that effectively implements village regulations and conventions in building cultural life. Ha Trung district is also a leading locality in the development and implementation of village regulations and conventions. All residential groups have established drafting committees, with representatives from the government, mass organizations, and the people, to develop conventions that are consistent with the Party's guidelines and policies, the State's laws and regulations; social ethics, good customs and traditions of the community; ensuring voluntariness, based on discussion and consensus of the community, based on the community's self-governance needs, protecting, preserving, and promoting traditional cultural values, and building new cultural values suitable for the community... In addition, the content of the village regulations and conventions also proposes measures to limit and eventually eliminate backward customs and superstitions...
To date, Ha Trung district has had 133 out of 143 community regulations officially recognized by the District People's Committee (reaching 93%). These regulations have contributed to the effective implementation of the movement to build a cultured life at the grassroots level. Domestic violence has been prevented; the percentage of culturally advanced residential areas in the entire district has reached 90.3%; the percentage of households achieving the title of "Culturally Advanced Family" has reached 87.82%; and the percentage of households recognized as "Culturally Advanced Family" for three consecutive years has reached 78.89%...
The above results were achieved because the district paid attention to directing communes and towns to select content appropriate to the practical situation, while integrating the contents of the "All people unite to build a cultured life" movement and the New Rural Development movement into the development and implementation of village regulations and customs. The district also promoted propaganda work through various rich forms; strengthened the review, direction, and guidance of communes and towns in developing, amending, and supplementing village regulations and customs; abolished regulations and customs that are no longer in accordance with the law and the actual situation in the locality; and organized people to sign commitments to implement village regulations and customs...
According to Phan Thi Lan, Head of the Culture and Information Department of Ha Trung District: “The Department has advised the District People's Committee to provide specific and clear guidance on the development and implementation of community regulations and customs that are appropriate to the characteristics and situation of each locality and residential area. Along with that, we will continue to review, amend, and supplement community regulations and customs to align with the general direction; while also reflecting the unique and distinctive features of each community. The cultural sector, together with local authorities, will strengthen propaganda and mobilize the people to voluntarily implement community regulations and customs; promote the exemplary role of officials and Party members in implementing regulations; and link the inspection of the implementation of grassroots democracy regulations with the development and implementation of community regulations and customs.”
