Adapting to the new situation

One day in mid-April, we visited the Finance Team of the Logistics Department of the Hue City Police. In the tidy office, stacks of files and documents were neatly organized , and the atmosphere was quiet but urgent. According to the unit's officers, with the annual budget only meeting about 80-85% of actual needs, financial work always faces significant pressure in balancing, allocating, and utilizing resources. The unit has proactively proposed many practical solutions to ensure that the requirements of the mission are met in each stage.

With the organizational model no longer including district-level police, logistics and finance work faces new demands. The workload has increased, simultaneously necessitating a fundamental shift in roles and operating methods. The Finance Team not only performs tasks along the hierarchical structure but must also directly engage with the grassroots level, working alongside the 40 commune and ward police forces in organizing and implementing financial and accounting operations.

Each area has its own unique characteristics, from urban areas to suburban regions, which are frequently affected by floods and heavy rains. This requires flexible, thorough, and hands-on guidance, ensuring compliance with regulations while remaining practical. This poses a significant challenge to the professional competence, adaptability, and sense of responsibility of the financial staff .

There were times when finance officials had to work late into the night to review data and ensure absolute accuracy. In 2025, investment and construction management was implemented systematically, with 7 transitional projects and 1 key project completed on schedule, ensuring compliance with regulations and preventing losses or violations. At the same time, more than 40 police station buildings at the commune level were surveyed and renovated, contributing to creating favorable conditions for grassroots forces in the initial phase of operating the new model. The Hue City Police Department achieved a 100% disbursement rate for public investment funds and was one of the earliest disbursement units, leading the entire force.

In 2025, the city's police force mobilized over 217 billion VND to invest in vehicles, technical equipment, and upgrade and repair road and waterway vehicles. At the same time, over 20 billion VND was allocated for fuel, prioritizing operational needs.

The Silent Home Front

Lieutenant Colonel Le Viet Phuong, Head of the Logistics Department of the Hue City Police, said: "Since the August Revolution, despite many difficulties, the police finance force in Hue has been flexible, creative, and resourceful in ensuring logistics, contributing to silent victories. In peacetime, financial work has become increasingly modernized and professional, effectively managing large funds and implementing many key projects."

The synchronized investment in infrastructure for commune and ward police forces has contributed to building a more professional, modern, and people-oriented grassroots force. The spirit of saving and combating waste is always emphasized, as demonstrated by the reduction of over 5.9 billion VND in the 2025 budget.

Behind these achievements lies the dedicated and unwavering commitment of the financial staff – individuals who, though not directly on the front lines, have always been a constant companion in every task and every victory of the force. Their perseverance, responsibility, and integrity in every figure and every plan have created a solid foundation, contributing to the Hue City Police force's increasing maturity, professionalism, expertise, and modernity, enabling them to successfully fulfill their duties in ensuring security and order, worthy of the trust of the Party, the State, and the People.

The Finance Team was recently awarded a certificate of merit by the Ministry of Public Security on the occasion of the 80th anniversary of the Traditional Day of the People's Public Security Finance Sector (April 17, 1946 - April 17, 2026). The City Police Logistics Force achieved the title of "Unit of Decisive Victory" in 2025; the City People's Committee awarded a certificate of merit, and the City Police leadership awarded a certificate of commendation to the Finance Team.
