Salaries and allowances for officials affected by the administrative unit reorganization will remain unchanged for 6 months.

(Chinhphu.vn) - Officials, civil servants, and public employees affected by the reorganization of administrative units who continue to work within the political system will retain their current salary and position allowance (if any) for a period of 6 months from the date of the work assignment document.

After this period, the regulations, policies, and positional allowances will be implemented in accordance with the law.

The Standing Committee of the National Assembly has just approved Resolution No. 76/2025/UBTVQH15 of the Standing Committee of the National Assembly on the rearrangement of administrative units in 2025, effective from April 15, 2025.

One of the notable aspects of this Resolution is the regulation on the number of leaders and managers, as well as the number, regime, and policies for officials, civil servants, public employees, and workers of agencies and organizations after the reorganization of administrative units.

Accordingly, the provincial People's Committee shall arrange and assign cadres, civil servants, public employees, and workers of agencies and organizations after the reorganization of administrative units, ensuring the requirements of streamlining are linked to restructuring and improving the quality of the workforce of cadres, civil servants, and public employees, in accordance with the local reality.

The arrangement and placement of officials, civil servants, and employees of state agencies at the central level, organized vertically and located in the area, as well as of political organizations, the Vietnam Fatherland Front, and socio-political organizations, shall be carried out in accordance with relevant laws and guidelines from competent authorities, ensuring the requirements of streamlining combined with restructuring and improving the quality of the workforce of officials, civil servants, and employees, in line with practical conditions.

The total number of officials, civil servants, and public employees in a provincial-level administrative unit after reorganization shall not exceed the total number of officials, civil servants, and public employees present in the provincial-level administrative units before reorganization.

The number of officials, civil servants, and public employees in the commune-level administrative units after reorganization shall not exceed the total number of officials and civil servants present in the commune-level administrative units before reorganization, excluding the number of provincial and district-level officials, civil servants, and public employees assigned to work in the commune-level administrative units.

At the time of arrangement, the number of deputies may exceed the regulations.

At the time of restructuring, the number of Vice Chairpersons of the People's Council, Vice Chairpersons of the People's Committee, and deputies of the heads of subordinate agencies and units may exceed the prescribed number.

No later than five years from the effective date of the National Assembly's resolution or the Standing Committee of the National Assembly's resolution on the reorganization of provincial and commune-level administrative units, the number and arrangement of leaders, managers, and the number of officials, civil servants, and public employees of agencies and organizations in the reorganized administrative units shall be implemented according to regulations.

The current salary and position allowance policies (if any) for officials, civil servants, and public employees affected by the administrative unit reorganization, who remain officials, civil servants, and public employees in agencies and organizations within the political system, shall remain in effect for a period of 6 months from the date of the work assignment document. After this period, the salary, policies, and position allowances shall be implemented according to the provisions of the law.

Based on the regulations of the Government and the regulations and guidelines of competent authorities, the People's Committees of provinces and relevant agencies and organizations shall promptly implement policies and regulations for officials, civil servants, public employees, and workers of agencies and organizations under their management during the process of administrative unit and organizational restructuring, ensuring that the rights and interests of officials, civil servants, public employees, and workers affected by the administrative unit restructuring are correctly protected.

The resolution also states: The state budget shall allocate funds for the implementation of administrative unit restructuring in accordance with the law on the state budget and current state budget decentralization regulations to develop the administrative unit restructuring plan; organize propaganda and mobilization; organize public consultations; resolve entitlements and policies for officials, civil servants, public employees, and workers affected by the administrative unit restructuring; and other necessary tasks related to the administrative unit restructuring.

The funding for the reorganization of administrative units is guaranteed by the local budget. Provinces and centrally-administered cities may use regular funds from the state budget allocated during the budget stabilization period to cover the costs of reorganizing the administrative apparatus.

The central government will provide one-time support to provinces and centrally-administered cities receiving budget supplementary allocations, with a rate of 100 billion VND for each reduced provincial-level administrative unit and 500 million VND for each reduced commune-level administrative unit, from the central government's budget reserve for 2025, as stipulated by the law on state budget.
