
After many years of effort and hard work, with investment resources from the State and the joint efforts of the people, by the end of June 2025, the entire province had 106 out of 175 communes meeting the standards of New Rural Area, including 28 advanced New Rural Area communes and 10 model New Rural Area communes, with an average of 15.21 criteria met per commune.
Along with the rest of the country, from July 1, 2025, the province will begin operating a two-tiered local government model. After the reorganization, the province will have 61 communes and 4 wards. The reorganization of the commune level has changed administrative boundaries, population size, etc., which in turn has led to changes in the criteria for New Rural Development.
Chau Son commune was established by merging the entire natural area and population of the communes of Bac Lang, Dong Thang, Cuong Loi, Chau Son, and a portion of the natural area and population of Kien Moc commune (these communes had previously achieved the standards of New Rural Area, Advanced New Rural Area, and Model New Rural Area). Mr. Nguyen Thanh Trung, Vice Chairman of the Chau Son Commune People's Committee, stated: To ensure the seamless development of the New Rural Area program, Chau Son commune has established and strengthened the Steering Committee for National Target Programs, assigning specific tasks to each member.
Simultaneously, the Commune People's Committee quickly developed a plan and organized a review and assessment of the current status of the criteria. Through this review, the commune achieved 17 out of 19 criteria. To strive to fulfill the unfulfilled criteria, as well as maintain, consolidate, and improve the quality of the achieved criteria, in addition to continuing to implement assigned programs and projects from the beginning of 2025 (total capital of over 2 billion VND), the Commune People's Committee has intensified propaganda and mobilization efforts to encourage people to work together to achieve the criteria. Specifically, the Commune People's Committee coordinated and organized 48 propaganda sessions integrated with the implementation of the New Rural Development program, with over 3,200 participants; and organized 6 training courses with 450 participants on topics related to New Rural Development and sustainable poverty reduction. As a result, the achieved criteria have been maintained, and the remaining criteria are being implemented according to schedule.
Unlike Chau Son commune, Thong Nhat commune had a very low starting point in building new rural areas. The commune was established by merging the entire natural area and population of Minh Hiep, Huu Lan, and Thong Nhat communes. Mr. Vi Van Thang, Chairman of the People's Committee of Thong Nhat commune, said: "Right from the start of operations, the People's Committee of the commune reviewed and assessed the current status of the criteria. Through this review, the commune achieved 4 out of 19 criteria, including: rural commercial infrastructure; education ; health; and national defense and security. To maintain the achieved criteria and gradually implement the unachieved ones, the People's Committee of the commune organized propaganda and mobilized people to contribute over 3,000 man-hours of labor to jointly implement the criteria. As a result, by the end of 2025, the commune will continue to maintain the 4 achieved criteria and complete several more indicators of the other criteria."
Along with the two aforementioned communes, after implementing the two-tiered local government model, relevant levels and sectors have begun to implement specific solutions to build new rural areas. Mr. Nguyen Huu Chien, Director of the Department of Agriculture and Environment, said: To ensure the smooth and seamless implementation of the new rural area construction program after the merger, the Provincial People's Committee and relevant departments and sectors have issued directives and urged the continued promotion of national target programs, including the new rural area construction program. At the same time, the communes are reviewing and assessing the current status of each criterion to develop specific implementation plans, focusing on maintaining, consolidating, and improving the quality of the criteria already achieved. Through the review, by September 2025, 14 out of 61 communes in the province will have achieved 15-18 criteria; 23 out of 61 communes will have achieved 10-14 criteria; and 21 out of 61 communes will have achieved 5-9 criteria. 3 out of 61 communes meet fewer than 5 criteria.
To consolidate and maintain the achieved criteria, in addition to continuing to implement programs and projects allocated capital in 2025 (over 385 billion VND), the People's Committees of the communes continue to organize propaganda and mobilization efforts to encourage the joint efforts of the people in building new rural areas. To date, the communes continue to maintain and uphold the achieved criteria. Specifically, the rural infrastructure system continues to be strengthened; effective production development models are replicated, contributing to increased income for the people; security and order are ensured; and the landscape of village roads and alleys is maintained to be bright, green, clean, beautiful, and safe.
Entering the 2026-2030 period, the implementation of the New Rural Development program will undergo changes to suit the practical conditions of the country and each locality. The achievements in New Rural Development in the province over the past years will be an important foundation for the province to continue successfully implementing the goals and tasks of New Rural Development in the next phase. This will contribute to the overall socio -economic development of the province.
