Immediately after the successful elections, the People's Councils at all levels held their first sessions to quickly stabilize the apparatus, and on April 6th, the first session of the 16th National Assembly will open in Hanoi . From here, the delegates will enter the phase of fulfilling their responsibilities to the people, turning promises into actions, and voters will be the ones to monitor and supervise that process.
A promise is a matter of personal credibility.
During the recent election campaign, the most familiar image was the voter outreach sessions, where each candidate stood before the people to present their action program. According to the 2015 Law on the Election of National Assembly and People's Council Representatives; and the 2025 Law amending and supplementing certain articles of the Law on the Election of National Assembly and People's Council Representatives, this is a mandatory procedure, but in essence, it is the beginning of a sacred "delegation" relationship between the people and their representatives. By listening to the candidates present their action programs, voters carefully consider and choose the person they trust, entrusting their faith in the promises made by the representative and temporarily delegating the power to make important decisions for them. Therefore, each promise made by a representative is not merely a formality in the election campaign but represents personal credibility and a mandatory duty to ensure that the representative lives up to the trust placed in them by the voters.
At a meeting with voters on March 5th, featuring candidates for the 16th National Assembly, constituency No. 2, and candidates for the Provincial People's Council for the 2026-2031 term, constituency No. 18, Mr. Bui Van Ly from Phu Ly commune shared: "I hope that after being elected, the candidates will attend all voter outreach meetings. It's important to avoid situations where candidates are present during the election campaign but then use work commitments as an excuse for not attending all voter outreach meetings after being elected. Such behavior shows a failure to fulfill the role of a representative."
Meanwhile, Mr. Vu Van Lam from Tri An commune commented that the action programs of the candidates for National Assembly and People's Council representatives at all levels all demonstrate responsibility for the development of their homeland and country. He was particularly impressed with the action program of a representative from the Provincial People's Council in electoral district No. 18. That representative promised the people that they would wholeheartedly and diligently fulfill their duties as elected representatives. In their capacity as key provincial leaders, the representative outlined specific action programs such as: regularly listening to the opinions and suggestions of voters, urging the resolution and handling of these issues until results are achieved, and preventing work from being left unresolved for extended periods; while also upholding the qualities of diligence, frugality, integrity, and righteousness; and ensuring that words are matched by actions. "In everything they do, they put the legitimate interests of the people first; they do everything that benefits the people and avoid everything that harms the people... People trust that representatives like that are a strong bridge between the Party's will and the people's hearts, contributing to building a truly people's state, by the people and for the people," Mr. Lam confided.
Promises must be kept.
Mr. Le Van Suu, Head of the Front Committee of Hamlet 12B, Trang Bom Commune, stated: "The commitment made to voters is the initial procedure for elected representatives. What's important is how the representative fulfills that promise after being elected."
In his action plan, Mr. Dang Doan Thanh, Secretary of the Party Committee, Chairman of the People's Council of Trang Bom commune, and a member of the 16th National Assembly, clearly stated that he is always aware that, regardless of his position, he must constantly cultivate and improve his skills in all aspects, maximize his abilities and sense of responsibility, be a pioneer, and resolutely see things through to the end to be worthy of the expectations, trust, and confidence of the voters.
As the country enters a new stage of development, an era of national progress, with higher demands for institutional improvement, development promotion, and enhanced national governance, the role of the National Assembly and People's Councils at all levels is increasingly being emphasized with greater expectations from voters and the people. Representatives must possess political acumen and vision to participate in guiding and deciding on major issues of the province and the country. Today's voters not only desire representatives who meet the standards but also expect them to be truly courageous, decisive, and accountable to the voters and the nation.
Ms. Nguyen Thi Ho from Tan An commune hopes that people's representatives will be deeply involved in reality to avoid being detached from life. Only when representatives understand the issues from practical experience will they have the courage and expertise to bring the voice of the people into every policy and law that is relevant to reality. Voters always hope that representatives will stand alongside the people in the face of life's difficulties. This presence and understanding of reality is the most accurate measure of the value of a campaign promise.
