To affirm the spirit of ensuring accurate and fair student assessment, avoiding students being placed in the wrong class, the education sector has been implementing various solutions to reinforce knowledge and support students during the summer, helping them to study better before the new school year begins.
Not an unusual number.
According to a report by the Ministry of Education and Training , in the 2022-2023 school year, more than 105,000 primary school students nationwide were classified as "Not Completed," accounting for 1.14% of the total of over 9.2 million primary school students. Of these, more than 52,000 were first-grade students, representing 2.9% of the total of over 1.7 million first-grade students nationwide.
This information has attracted mixed opinions. Many wonder whether evaluating students in this way contradicts the spirit of encouraging and motivating primary school students, as advocated by the Ministry of Education and Training. Some worry that perhaps the current curriculum for first-grade students is too demanding, making it difficult for many to cope… Others argue that this is an objective figure reflecting a spirit of not prioritizing achievement over substance.
Providing more details on these figures, the Director of the Primary Education Department (Ministry of Education and Training), Thai Van Tai, stated that among the more than 52,000 students classified as "Not Completed," a significant number are students with disabilities, students from ethnic minority groups, and students in combined classes. The assessment of teaching quality at the primary level, including grade 1, remains unchanged from previous years. The number of grade 1 students classified as "Not Completed" is usually the highest, then decreases gradually in grade 2, followed by grades 3, 4, and 5.
In Hanoi , during the 2022-2023 school year, the city had over 813,000 primary school students. The end-of-year assessment showed that 99.56% of students in grades 4 and 5 were classified as "Completed" the curriculum. This rate was 99.3% for students in grades 1, 2, and 3. For grade 1 students specifically, the rate of "Not Completed" was approximately 1.4%, half the national average.
According to Mr. Dao Tan Ly, Head of the Primary Education Department (Hanoi Department of Education and Training), these figures do not show any significant changes compared to previous years.
Strengthen support, avoid putting people in the wrong class.
Responding to concerns that the new curriculum and textbooks are still too knowledge-intensive and difficult for first-grade students, the Director of the Primary Education Department, Thai Van Tai, affirmed that the figure of over 52,000 first-grade students classified as "Not Completed" at the end of the school year does not stem from the curriculum and textbooks. The reason is that when developing the 2018 General Education Program, experts and administrators paid special attention to first-grade students to make appropriate adjustments. For example, the Vietnamese language subject was adjusted from 350 lessons/school year to 420 lessons/school year, but the knowledge content did not increase. This means that the knowledge content remains the same, but the learning time is increased, allowing students to practice more thoroughly.
As the district with the largest number of students in the city, Ha Dong district currently has 110 students classified as "Not Completed" (corresponding to 0.2%) who will continue their training during the summer. According to Pham Thi Le Hang, Head of the Education and Training Department of Ha Dong district, most of the students requiring additional training during the summer are students with disabilities or those facing learning difficulties. "During the summer break, and especially from the beginning of August, schools will focus on supplementing the knowledge and skills of these students and organize re-examinations. Those who meet the requirements will be promoted to the next grade; otherwise, they will repeat the year," Ms. Pham Thi Le Hang shared.
Meanwhile, teacher Dang Hoang Ha (Giap Bat Primary School, Hoang Mai District) said that summer review and tutoring for some students are arranged from July, after which they take tests. If they meet the required knowledge and skills standards, they will be promoted to the next grade. For students with severe disabilities, the school's management board and class teachers usually consult with and listen to the wishes and aspirations of the students' parents with the spirit of supporting and creating the most favorable conditions for them.
Regarding this matter, Mr. Thai Van Tai stated that among the more than 52,000 first-grade students classified as "Not Completed," each student has not achieved proficiency in a different area. Therefore, during the summer, teachers provide remedial instruction, and only those who meet the criteria will be held back, preventing the phenomenon of students being placed in the wrong class. Thus, some students may have to repeat a grade, but not all students classified as "Not Completed" at the end of the school year. The Ministry of Education and Training has instructed localities to continue managing and evaluating students according to regulations, especially in the first grade of each level. Being lenient will lead to knowledge gaps that are very difficult to overcome when they move on to higher grades.
