Helping fishermen feel secure in staying at sea.

The former Da Nang city and Quang Nam province have different regulations regarding the implementation of policies to encourage and support fishermen in exploiting and cultivating marine products and providing marine product exploitation services in distant sea areas, as stipulated in Decision No. 48/2010/QD-TTg (dated July 13, 2010) of the Prime Minister.

Following the merger, fishermen hope that more appropriate regulations will be issued quickly to ensure timely payment processing, helping them feel secure in continuing their work at sea.

According to Mr. Cao Van Minh, former Chairman of the Nai Hien Dong Ward Fishermen's Union, Da Nang has regulations to facilitate fishermen. Specifically, during a 15-day fishing trip, there are 5 days in distant waters, requiring 5 text messages; 5 days in open sea, and the remaining time is for travel and inshore waters. Da Nang also publicly accesses text messages from each trip, reassuring fishermen that their vessels have successfully sent messages. Furthermore, the city's quick and timely processing of applications encourages fishermen to stay at sea and develop the fishing industry.

"Besides the 5 days of fishing in distant waters, the 5 days in offshore waters allow fishing vessels enough time to move to different fishing grounds following schools of fish. This helps increase the seafood supply, meeting the needs of workers and boat owners, and enabling fishermen to quickly find shelter during natural disasters like storms," ​​Mr. Minh shared.

Meanwhile, fishing vessels from Quang Nam (formerly) are subject to regulations such as a 15-day period, longer periods of time spent in distant waters, and a requirement to send only 7 text messages, with no public access to these messages during fishing trips. The implementation of payments under Decision No. 48/2010/QD-TTg is also delayed. This creates difficulties for fishermen lacking capital, who are prone to bad debts from bank loans, and who lack the funds to repair their boats, engines, and professional equipment in preparation for the next fishing season.

Conversely, Quang Nam province (formerly) did not seal the VX pagers because it already had vessel tracking devices, preventing fishermen from removing the VX devices and sending them to other vessels to fraudulently obtain subsidies. This made it easier for fishermen to repair the devices during fishing trips or at home, without worrying about theft when leaving them on the boat. Meanwhile, Da Nang still applies the sealing of both devices.

Mr. Cao Van Minh shared: “Da Nang needs to issue general regulations applicable to fishermen in the newly established city of Da Nang. This is essential to quickly establish a council to review and disburse support payments to fishermen. We hope that the regulations will be more appropriate and practical to the current reality of the city's fishing industry.”

In response to the concerns of fishermen, at a meeting with constituents in early October, the Chairman of the Da Nang City People's Committee, Pham Duc An, acknowledged the opinion of constituent Cao Van Minh.

Fisherman Nguyen Hau (Son Tra ward) owns three purse seine fishing vessels operating in offshore waters. At the beginning of the year, he borrowed approximately 500 million VND from the bank to prepare for future fishing trips and to pay the 15 workers on board. Regulations in Da Nang city have facilitated the exploitation of marine resources by fishing vessels in specific fishing grounds. Furthermore, the early payment of subsidies under Decision No. 48/2010/QD-TTg has enabled him to repay his bank loan promptly, cover his living expenses, and have funds to repair his vessels for the following year.

Mr. Hau said: "I hope that Da Nang city will consider and continue to apply regulations that are favorable and suitable to the conditions of fishermen so that they can feel secure in continuing to go out to sea and fish."

According to Pham Duc An, Chairman of the Da Nang City People's Committee, the Department of Agriculture and Environment will conduct specific assessments to standardize regulations under Decision No. 48/2010/QD-TTg applicable to Da Nang City. This will ensure compliance with the law when fishing, prevent violations of foreign waters, contribute to lifting the European Commission's (EC) "yellow card," and facilitate fishermen's livelihoods at sea.

According to the Da Nang City Department of Agriculture and Environment, regarding the implementation of policies supporting fishermen engaged in fishing and seafood harvesting services in distant waters, Da Nang City and Quang Nam Province (formerly) will continue to implement them according to the regulations of each locality until the end of 2025.

The Department of Agriculture and Environment has coordinated with relevant agencies, units, and localities to develop and submit to the People's Committee of Da Nang City a Decision on regulations and guidelines for implementing policies to support fishermen according to Decision No. 48/2010/QD-TTg applied in Da Nang City. This includes specific regulations on the duration of fishing trips; the time vessels operate in offshore and distant waters; the number of days for receiving messages at the shore station; the process for reviewing remaining applications for support in 2025; and the application review timeframe.

According to Phan Van My, Deputy Director of the Da Nang City Department of Agriculture and Environment: “It is expected that in October, the city will issue a new Decision applicable to the city of Da Nang. Immediately afterwards, the Department of Agriculture and Environment will proactively coordinate with relevant agencies, units, and localities to disseminate and guide fishermen on the contents of the Decision. At the same time, we will strengthen the Review Council, the Appraisal Team, the Inter-agency Team 48, and other related aspects of reviewing and providing support to fishermen.”
