Over the past 10 years, the Provincial Association for the Support of People with Disabilities and Orphans, in coordination with Party committees, government agencies, mass organizations, and businesses, has carried out many practical activities to care for people with disabilities, orphans, and those in difficult circumstances.
Ms. Nguyen Thi Hoa, Chairwoman of the Provincial Association for the Support of People with Disabilities and Orphans, stated: “Currently, there are 32,000 people with disabilities and orphans in the province, accounting for 1.71% of the total provincial population. The Provincial Association for the Support of People with Disabilities and Orphans has implemented many programs and specific solutions such as: implementing policies for people with disabilities, creating conditions for people with disabilities to access medical services; providing subsidies for orthopedic and rehabilitation equipment and tools; job placement; preferential policies and financial support for people with disabilities when participating in transportation, education , and training… In addition, we organize many competitions and cultural, artistic, and sports movements for people with disabilities; and establish organizations for people with disabilities so that members can share and help each other in life…”.
The Provincial Association for the Support of Disabled People and Orphans donated bicycles to disadvantaged students in My Bang commune (Yen Son district).
Through the Association's support activities, many disabled people and orphans have had convenient living conditions and financial resources to engage in farming, livestock raising, and service activities to develop their family economy , helping them feel more secure and confident, and to integrate into the community. Ms. Nguyen Thu Huong, from Hamlet 8, Luong Vuong Commune (Tuyen Quang City), is a disabled person who has overcome her challenges. She opened a grocery store serving the people in the commune with a decent income. At the same time, she is the Chairperson of the Tuyen Quang Aspiration Club. Mr. Do Van Duong, from Dong Trai Hamlet, Dong Tho Commune (Son Duong District), developed his economy through a model of raising ornamental birds, earning over 50 million VND per year. Ms. Hoang Thi Tuyen, from Dong Quang Hamlet, Bang Coc Commune (Ham Yen District), overcame difficulties and illness, and enthusiastically participated in social activities to help disabled people in the district and province integrate into life. Currently, she is a member of the Standing Committee of the Vietnam Association of Disabled Youth…
Over the past 10 years, the Association has employed various methods such as writing open letters, directly contacting charitable organizations, and various forms of fundraising and networking between the Association and businesses and philanthropists inside and outside the province; non-governmental organizations have directly supported over 25,000 people with disabilities, orphans, and those in difficult circumstances with a total value of over 20 billion VND; built 17 new houses; donated over 7,000 gifts, provided 1,812 wheelchairs, 243 bicycles, and many other items… The Association implemented a program to support inclusive education for children with disabilities in Tuyen Quang city with a total program budget of over 1 billion VND funded by the Green Cross Switzerland organization.
The Chairman of the Provincial Association for the Protection of People with Disabilities and Orphans and sponsors presented gifts to disadvantaged students at the Anh Binh Minh Inclusive Education Development Center in Tuyen Quang City.
Effectiveness of the Livelihood Support Program
Mr. Trieu Van Ky, from Trung Loi village, Trung Hoa commune (Chiem Hoa district), has a particularly difficult family situation. He is disabled and lives in a dilapidated and unsafe house. In July 2024, he received 50 million VND in support from the District Business Association and the Provincial Association for the Protection of Disabled People and Orphans, under the commune's project to provide healthcare, living support, and livelihood assistance for disabled people and orphans. He was able to build a new, sturdy house, completed within three months. The house, measuring over 70 square meters, includes a living room, bedroom, and a self-contained bathroom, costing nearly 200 million VND. He said: “I don’t know what more to say, except to thank everyone who has cared for my family. I will try my best to develop my livestock farming and improve my life so as not to disappoint everyone who has helped me.”

In 2025, Dong Tho commune (Son Duong district) will implement a project to provide healthcare, living support, and livelihood assistance for people with disabilities and orphans, benefiting 532 people.
Ms. Au Thi Canh, from Dong Khe village, Dong Tho commune, said: “I am an elderly person with a disability since childhood, unable to walk, and almost all my daily activities depend on my family. Fortunately, I am eligible for benefits under the program provided by the Association. Doctors came to my home to take care of my health, provided free medicine, and gave me a wheelchair to make it easier for me to get around. I can only thank the Association and the sponsors for their help. I will try to live happily and healthily and integrate into the community.”
Comrade Au Van Ta, Chairman of the People's Committee of Dong Tho commune, shared: “The project has been implemented in the commune with many activities to support people with disabilities and orphans such as: donating 16 wheelchairs to people with disabilities in difficult circumstances; providing economic development support capital to 10 poor households with disabilities in particularly difficult circumstances, each household receiving 3 million VND; supporting the construction of 1 house; 10 toilets; donating 30 gift packages; providing free medical examinations and medicine for 240 vulnerable people… with a budget of over 470 million VND. It can be said that the project implemented in the commune has been very effective, creating conditions for vulnerable people in difficult circumstances regarding health, living conditions, and livelihoods to improve their quality of life; and helping them integrate into the community, contributing to the implementation of the local New Rural Development Program.”
People with disabilities in Dong Tho commune (Son Duong district) receive free medical examinations and medication under the Project on healthcare, living support, and livelihood assistance for people with disabilities and orphans.
Over the past 10 years, the Provincial Association for the Support of People with Disabilities and Orphans, in coordination with the People's Committees of districts and cities, has reviewed, selected locations, and implemented 15 projects providing healthcare, living support, and livelihood assistance for people with disabilities and orphans in 15 communes and wards. Nearly 4,000 people with disabilities, orphans, and those in difficult circumstances have benefited, with a total expenditure of over 7.7 billion VND in cash and in-kind donations.
Joining hands to care for and help people with disabilities and orphans demonstrates the responsibility and sharing spirit of the community, helping people with disabilities improve their material and spiritual lives. This is the motivation for people with disabilities to overcome feelings of inferiority and difficulties, and to rise up to become inspiring role models, contributing positively to society.
