Of the 12 key projects currently being implemented in Dien Bien province, 7 projects use state budget funds, and 5 projects use non-state budget funds. To date, most projects are behind schedule. Of the 12 projects, only the Muong Thanh Market and Commercial Service Project no longer faces land acquisition difficulties. The remaining projects are basically facing land acquisition issues, have little construction work completed, or have not yet commenced construction.

The Highway project, which runs through the communes of Dien Bien district, is also facing difficulties due to the inability to hand over a clean site to the construction unit.

The reasons for the project delays have been identified as difficulties and obstacles in compensation and land clearance in Dien Bien Phu city and Dien Bien district. In addition, verifying land ownership has proven very difficult due to the complex history of land management and use over different periods.

By the end of 2025, many key projects in the province are scheduled for completion and handover. Based on identifying bottlenecks and the causes of project delays, specialized agencies and local authorities have proposed solutions. But will these key projects reach their targets on schedule?
