The year 2026 marks a significant milestone in the completion of the Phong Tho Commune Inter-Level Boarding School Project, with accelerated construction progress towards the goal of bringing the facility into operation soon. The project is being implemented on an area of 6.15 hectares, with a total investment of 250 billion VND from funding provided by the Vietnam National Energy and Industry Corporation and the local budget, under the management of the Provincial Investment and Construction Project Management Board. After more than four months of construction since November 3rd, 2025, approximately 70% of the contract value has been completed. Of the total allocated 130 billion VND, 100% of the disbursement has been completed. Notably, on-site supervision has been rigorously carried out, ensuring quality and progress, with all 10 main building blocks entering the final stages of completion.
To achieve this result, Mr. Pham Dang Lich, Deputy Director of the Provincial Investment and Construction Project Management Board, stated: The unit identified supervision as a decisive factor. Accordingly, a project management board consisting of 8 members was established, regularly present at the site to promptly resolve difficulties and coordinate progress. The selection of a capable supervision consultant helped to tightly control the quality of each item, from input materials to construction processes. As a result, the items were implemented synchronously, minimizing errors and contributing to shortening construction time while still ensuring technical standards.

Synchronizing solutions in supervision work contributes to ensuring the quality and progress of construction of multi-level boarding school projects in the province.
Currently, there are 11 boarding school projects for all levels of education being implemented in the province, 10 of which are invested in by the Provincial Police Department. Four projects in the communes of Pa Tan, Bum Nua, Hua Bum, and Dao San have a total investment of over 1,039 billion VND, with approximately 307 billion VND disbursed, reaching nearly 30% of the plan. All projects are being implemented early and are entering the peak construction phase. At the Pa Tan Primary and Secondary Boarding School, the project, with an investment of over 263.5 billion VND, has reached approximately 60% completion; site leveling is 100% complete, and the water supply system is 90% complete. This result is thanks to the close coordination between the investor, the consulting and supervision unit, and the construction contractor.
Speaking with reporters, Mr. Pham Van Thuan, the site manager of the Pa Tan Commune Inter-level Boarding School (Vietnam Investment and Construction Joint Stock Company - VINADIC), said: “Thanks to the close guidance of the investor and the strict supervision from the consulting unit, the construction unit has organized the synchronous construction of all items, ensuring the progress and quality requirements are met. Every stage, from material selection and application of construction techniques to acceptance testing, has been strictly controlled. Maintaining regular on-site supervision has contributed to improving construction efficiency, ensuring the progress and quality of the project, and accelerating the project disbursement process.”
The Vietnam Project Management Consulting Joint Stock Company was awarded the contract to provide consulting and supervision services for the project in the communes of Pa Tan, Bum Nua, Hua Bum, and Dao San. Thanks to close on-site monitoring, the progress was tightly controlled, many basic items were completed, and the technical infrastructure was implemented synchronously, creating a foundation for subsequent work. The supervisory team maintained a permanent presence on the construction site, monitoring each stage of the construction.
Mr. Pham Huynh Truc (project supervisor for the Pa Tan Commune Inter-level Boarding School project) stated: "The company assigns supervisors to regularly monitor and strictly check the quality of each item; all construction steps are inspected and approved according to regulations before moving to the next phase. Continuous supervision not only promptly detects errors but also assists the contractor in adjusting construction methods, contributing to ensuring the progress, quality, and effectiveness of the project."
In March, the province simultaneously commenced construction on six multi-level boarding school projects in border communes: Khong Lao, Sin Suoi Ho, Si Lo Lau, Pa U, Thu Lum, and Mu Ca, creating a vibrant construction atmosphere along the entire route. These are all key projects in Group B, with a total investment of 1,845 billion VND, managed by the Provincial Police Department. Building on experience from previous projects, supervision is central from the implementation stage, with the selection of qualified consulting firms and increased on-site inspections to ensure the progress and quality of each item.
The synchronized implementation of monitoring solutions has brought about significant changes in multi-level boarding school projects throughout the province. In the complex terrain and harsh weather conditions of the highlands and border regions, on-site monitoring is a crucial link, closely connecting design and construction, ensuring that the schools are well-built, standardized, and meet the quality and progress requirements of both teachers and students.
