The Provincial Social Work Center is a public service unit under the Department of Health, with the function of providing and organizing social work services, receiving, managing, caring for, nurturing, educating , providing vocational training, organizing productive labor, and rehabilitating social welfare beneficiaries and those in need of urgent protection as prescribed by law.
To effectively perform its assigned functions and tasks, the center collaborates with agencies, units, and localities to regularly organize training courses and workshops to improve the professional skills and expertise of its staff, especially in case management, community-based case management, client advocacy skills, and connecting vulnerable groups with support resources.
In addition, the center coordinates with provincial news agencies such as Vinh Phuc Newspaper and the Provincial Radio and Television Station to promote communication and disseminate to the people and community about the excellent policies of the Central Government and the province in developing social work and assisting vulnerable people.
Simultaneously, it is necessary to disseminate information and raise awareness among all levels, sectors, communities, and society about the role and importance of social work in improving and enhancing the quality of life, addressing social issues for vulnerable groups, and preventing social evils. This will encourage individuals, families, and communities to proactively seek support when facing difficulties and actively participate in social work activities.
In addition to providing direct counseling to individuals or their relatives, the Provincial Social Work Center has assigned staff to operate a 24/7 hotline (1800585898) to promptly advise, assist, and provide social work and social welfare services to vulnerable individuals. These services include psychological counseling and support, therapy for children with mental disorders and autism, guidance on procedures related to social welfare recipients, special education skills for children with disabilities, and connecting vulnerable individuals with support resources.
In addition, the center effectively implements activities such as counseling, care, and nurturing for social welfare beneficiaries; providing emergency assistance to those in need of social support; and offering social work services to those in need, such as voluntary elderly care services based on the nursing home model, intervention and support for children with autism spectrum disorder and intellectual disability.
Upon admission to the center, individuals will undergo health checks and testing for infectious diseases. Based on the classification of individuals, the center develops intervention, support, or rehabilitation plans tailored to each group; connects them with medical treatment and healthcare services, or transfers them to reputable medical facilities that best meet their healthcare needs. Simultaneously, individuals are guided in engaging in productive labor, raising livestock and poultry, and growing seasonal vegetables to improve their health and life skills.
Expanding community development models to assist vulnerable people, the Provincial Social Work Center, in coordination with the Vinh Phuc Transport Hospital, implemented a community development model to assist and care for the health of the elderly in Ba Trung village, Quang Son commune (Lap Thach); and in coordination with the Provincial Rehabilitation Hospital, implemented a community development model to assist people with disabilities in Tan Tien, Phan Lan Ha, and Phan Lan Thuong villages, Dao Tru commune (Tam Dao).
Through models that facilitate access to free medical examinations for vulnerable groups, including screening tests for early detection of common diseases, and consultations with doctors on treatment methods and skills for health care and rehabilitation.
With the message "The center is home, the beneficiaries are family; connecting with love, working together for the community," the Provincial Social Work Center has actively contributed to improving and enhancing the lives of people, especially vulnerable groups. Many cases with particularly difficult circumstances have received timely support from the center, helping them to have the opportunity to improve their lives, stabilize their lives, and integrate into the community. This affirms the position of the social work sector, working alongside the health sector to effectively carry out the work of caring for people's health and ensuring social security.
