Hanoi focuses on innovating vocational training for rural workers.

On April 23, Nguyen Van Phong, Standing Deputy Secretary of the Hanoi City Party Committee, signed and issued Plan No. 316-KH/TU on implementing Directive 37-CT/TƯ dated July 10, 2024, of the Central Party Secretariat on reforming vocational training for rural laborers to meet the requirements of industrialization and modernization of agriculture and rural areas in Hanoi.

The plan clearly states its purpose: to thoroughly and effectively implement Directive No. 37-CT/TƯ, Guidance No. 167-HD/BTGTƯ, and other relevant documents from the Central Government and the city, in order to raise awareness and responsibility among Party committees, governments, all levels, sectors, organizations, units, and the entire society regarding the role, position, and importance of reforming vocational training for rural laborers in socio-economic development and sustainable poverty reduction.

In this context, the city identifies farmers as the main actors and central figures in the development of agriculture, rural economy, and the construction of new rural areas; strengthening the role and responsibility of Party committees, Party organizations, government agencies, the Fatherland Front, and socio- political organizations at all levels in reforming vocational training for rural laborers.

Party committees, local governments, agencies, and units should closely adhere to the tasks and solutions outlined in Directive No. 37-CT/TƯ and Guidance No. 167-HD/BTGTƯ, the City Party Committee's Standing Committee Plan, and, based on the actual local situation, set forth comprehensive, synchronized, focused, and targeted targets, tasks, and solutions to effectively implement the reform of vocational training; and vocational training linked to job creation for rural laborers.

The implementation of Directive No. 37-CT/TƯ and Guidance No. 167-HD/BTGTƯ must be serious, practical, effective, and synchronized; promoting the responsibility and leadership role of Party committees at all levels, especially the heads; and mobilizing the participation of the entire political system with high determination and great effort.

The plan outlines five groups of tasks and solutions for implementation. These include strengthening the leadership role of Party committees, government agencies, the Fatherland Front, and socio-political organizations in reforming vocational training for rural laborers, creating unity in awareness and action, and aligning training perspectives, goals, and policies to improve the quality of human resources, shift the labor and economic structure towards increasing the proportion of industry and services. This will create jobs, increase income, improve the material and spiritual lives of the people, build new rural areas, and contribute to sustainable poverty reduction.

Party committees, party organizations, and government agencies, especially their leaders, must regularly lead, direct, strengthen inspection and supervision, and prioritize the quality and effectiveness of vocational training for rural laborers; develop training plans that are consistent with the labor market, socio-economic development plans, and the vocational training and employment needs of the people. In particular, vocational training should be organized in conjunction with successful farmer production and business models, aiming towards economic restructuring and large-scale production.
