Handing over 15,000 m² of land in Tam Thuan commune to the People's Committee of Phuc Tho district to build technical infrastructure for the auction of Cat Ha area.
On June 25, the City People's Committee issued Decision No. 3179/QD-UBND on the allocation of 15,488m2 of land in Tam Thuan commune, Phuc Tho district to the People's Committee of Phuc Tho district to implement the project of constructing technical infrastructure for auction of Cat Ha area (Phase 2), Tam Thuan commune, Phuc Tho district.
According to the Decision, the allocation of 15,488 m² of land in Tam Thuan commune, Phuc Tho district has completed compensation and site clearance support as confirmed by the People's Committee of Phuc Tho district.
The location, boundary, and area of the land for project implementation are determined in the 1/500 scale Land Use Master Plan Drawing prepared by AVITYCO Architecture and Construction Joint Stock Company in 2023 and confirmed by the Urban Management Department of Phuc Tho district. The drawing is consistent with Decision No. 5490/QD-UBND dated November 24, 2023 of the People's Committee of Phuc Tho district.
Land allocation is not through land use rights auction and not through bidding to select investors, based on Article 124 of the 2024 Land Law.
In the total area of 15,488 m2 of land, there are: 6,835.7 m2 of residential land for auction (Symbols L-01, L-02, L-03), Phuc Tho District People's Committee organizes the auction of land use rights according to regulations and 8,652.3 m2 of traffic land, trees and technical infrastructure of the auction area, the District People's Committee invests in building synchronous technical infrastructure of the common technical infrastructure of the area according to the approved planning and hands it over to specialized agencies and local authorities for management according to regulations.
The City People's Committee assigned the People's Committee of Phuc Tho district to coordinate with relevant departments and branches such as the Department of Agriculture and Environment, the Department of Planning and Architecture, the Department of Justice, the Hanoi Land Registration Office... to carry out land handover on the field, land management, infrastructure investment and construction, organize auctions and guide auction winners to fulfill financial obligations, register land use rights, prepare documents to apply for Construction Permits and issue Certificates of land use rights, house ownership rights and other assets attached to land according to regulations.
Handing over 44,319.9 m2 of land in Trung Hung ward to the People's Committee of Son Tay town to build technical infrastructure for the land auction of land use rights in Khoang Noi - Go Mieu
On the same day, June 25, the Hanoi People's Committee issued Decision No. 3178/QD-UBND on the assignment of 44,319.9 m2 of land with completed site clearance in Trung Hung ward, Son Tay town to the Son Tay town People's Committee to implement the project of Construction of technical infrastructure for the land auctioned for land use rights in Khoang Noi - Go Mieu, Trung Hung ward, Son Tay town.
According to the Decision, 44,319.9 m2 of land with completed site clearance in Trung Hung ward, Son Tay town is handed over to the People's Committee of Son Tay town to implement the project of Construction of technical infrastructure for the land auctioned for land use rights in Khoang Noi - Go Mieu, Trung Hung ward, Son Tay town according to the investment project approved by the People's Committee of Son Tay town in Decision No. 1497/QD-UBND dated October 30, 2019, approving the adjustment of the Project Feasibility Study Report in the Decisions: No. 428/QD-UBND dated May 15, 2023; No. 1936/QD-UBND dated December 12, 2023.
16, M16, M17, 17, 18, 19 on M1 are determined in the Master Plan of land use at a scale of 1/500 for the construction of technical infrastructure for the land auction of land use rights in Khoang Noi - Go Mieu, Trung Hung ward, Son Tay town established by Hanoi Architects Association Construction Consulting One Member Co., Ltd. in 2023, approved by the People's Committee of Son Tay town.
In the total area of 44,319.9 m2 of land, there are: 25,992.5 m2 of cultural land, green trees, traffic, technical infrastructure used to carry out construction investment according to approved investment projects and the State allocates land without collecting land use fees, long-term; 14,234.7 m2 of housing land; 458.6 m2 of parking lot land.
The Hanoi City People's Committee assigned the Son Tay Town People's Committee to manage, develop a plan for auctioning land use rights and organize auctions of land use rights according to regulations. And 3,634.1 m2 of social housing land: The Son Tay Town People's Committee manages and implements according to a separate project with the method of the State allocating land without auctioning land use rights, without bidding to select investors to implement projects using land.
Son Tay Town People's Committee is responsible for contacting the Department of Agriculture and Environment to receive land handover on the field; at the same time, develop an auction plan, organize implementation in accordance with legal regulations, ensuring publicity, transparency and efficiency.
Within 12 consecutive months from the date of receiving the land handover in the field, the People's Committee of Son Tay town must put the land into use; in case the land is not put into use or the land use progress is 24 months behind the progress recorded in the investment project from the date of receiving the land handover in the field, the People's Committee of Son Tay town shall be granted a 24-month extension of land use; after the extension period expires and the People's Committee of Son Tay town has not put the land into use or has used the land in a manner inconsistent with the provisions of this Decision, the City People's Committee shall reclaim the land without compensation.
Handing over 9,882.63 m2 of land in Tam Hiep commune to the People's Committee of Phuc Tho district to implement the project of building technical infrastructure for auctioning land use rights in the Cong Noi area.

The location, boundary, and area of the land for project implementation are determined in the Master Plan of Land Use Plan Drawing prepared by the Urban Development and Construction Consulting Joint Stock Company and confirmed by the Urban Management Department of Phuc Tho district. The Drawing is consistent with Decision No. 5164/QD-UBND.
Land allocation is not through land use rights auction, not through bidding to select investors to implement projects using land according to the provisions of the 2024 Land Law.
According to the detailed planning at a scale of 1/500, in the total land allocation area: 5,103.82 m² is residential land for auction, including plots of land with symbols: LK-01 to LK-04; 4,778.81 m² is land for traffic, trees and technical infrastructure of the auction area. The People's Committee of Phuc Tho district organizes the auction of land use rights in accordance with legal procedures, ensuring publicity, transparency and efficiency. The infrastructure land will be invested synchronously according to the planning and handed over to the specialized sector and local authorities for management.
The People's Committee of Phuc Tho district is responsible for receiving land handover from the Department of Agriculture and Environment, ensuring no interlaced land, using land for the right purpose and guiding the auction winner to complete financial obligations and related legal procedures.
Leased nearly 3,700 m2 of land in Bich Hoa commune, Thanh Oai district to Nguyen Phuc Trading and Construction Joint Stock Company to build the Pimex Gas Station project on National Highway 21B.
On June 26, the Hanoi People's Committee issued Decision No. 3196/QD-UBND on leasing 3,680 m2 of land in Bich Hoa commune, Thanh Oai district to Nguyen Phuc Trading and Construction Joint Stock Company to implement the Pimex Gas Station project at Km3+500 National Highway 21B, Bich Hoa commune, Thanh Oai district.
According to the Decision, Nguyen Phuc Trading and Construction Joint Stock Company leases 3,680 m2 of land in Bich Hoa commune, Thanh Oai district to implement the Pimex Gas Station project at Km3+500 National Highway 21B, Bich Hoa commune, Thanh Oai district according to Decision No. 3238/QD-UBND dated June 21, 2024 on approving the investment policy and approving the investor of the City People's Committee.
Location, boundary and area of the land limited by markers: 1 to 9, 1 in the diagram attached to the Minutes of determining boundary markers dated November 16, 2021 of the Department of Natural Resources and Environment and the drawing of the 1/500 scale master plan prepared by Hatico Construction Investment Consulting Joint Stock Company, approved by Thanh Oai District People's Committee.
Specifically, the leased land has a total area of 3,680 m², of which: 2,039.4 m² of land outside the red line with the form of State lease, collecting annual land rent, term of 50 years; 1,640.6 m² is located in the corridor of road planning and land allocation without collecting fees, no construction is allowed. After construction is completed, it will be handed over to the locality for management.
Nguyen Phuc Trading and Construction Joint Stock Company is responsible for fulfilling its financial obligations to the tax authorities; converting land use purposes from rice land to non-agricultural land according to regulations; applying for construction permits and implementing the approved planning.
Complete putting the land into use within 12 months from the date of handover on site. In case of delay of more than 24 months, the Company is allowed to request an extension of 24 months. After the extension period, if the Company has not put the land into use or uses the land not in accordance with the content stated in this Decision, the City People's Committee will reclaim the land without compensation for the land, assets attached to the land and remaining investment costs on the land.
Handing over an area of 1,328.77 m2 of land to Viet - Australia Real Estate Investment and Trading Company Limited to renovate and rebuild the housing area of the Vietnam Film Documentation Institute - The Boulevard
On June 26, the Hanoi People's Committee issued Decision No. 3194/QD-UBND on the allocation of an area of 1,328.77 m2 of land to Viet-Uc Real Estate Investment and Trading Company Limited to implement the investment project to renovate and rebuild the Vietnam Film Documentation Institute - The Boulevard collective housing area at No. 22 Lieu Giai Street, Cong Vi Ward, Ba Dinh District, Hanoi City.
According to the Decision, the area of 1,328.77 m2 of land has completed compensation, support, relocation, temporary residence and resettlement work confirmed by the People's Committee of Ba Dinh District to Viet - Australia Real Estate Investment and Trading Company Limited to implement the project of Renovation and reconstruction of the Vietnam Film Documentation Institute - The Boulevard and land allocation without auction of land use rights, without bidding to select investors to implement projects using land.
The location, boundary, and area of the land for project implementation are limited by markers B, 4', 5, 6, 7,.., 18, 19, 20, B determined in the Master Plan drawing of The Boulevard MB-01 Apartment and Commercial Building, scale 1/500 prepared by Thanh Nam Construction Consulting Joint Stock Company, approved by the Department of Planning and Architecture.
Of which, 1,202.77 m² of land is for building apartment buildings. For investors, the land can be used from the date of signing the land allocation decision until August 31, 2068; For apartment owners, the land can be used stably and long-term. And for 126 m² of land located in the road opening planning, the State will not collect land use fees and the Company is responsible for building infrastructure and handing it over to local authorities for management.
The Hanoi People's Committee assigned Viet-Uc Real Estate Investment and Trading Company Limited to complete the procedures for receiving land, registering land, granting land use right certificates, applying for construction permits and constructing in accordance with the approved planning and architectural plans; handing over the land for road opening according to the planning. Using the allocated land area within the boundaries, landmarks and for the right purpose and putting the land into use within 12 months from the date of handover on site.
