Chairmen of People's Committees of communes and wards, Heads of units shall be fully responsible before the law and before the Provincial People's Committee, Chairman of the Provincial People's Committee if there are violations in the management, protection, preservation, renovation, restoration, embellishment and promotion of the value of relics, artifacts, relics, antiques and national treasures in the areas assigned to them for direct management.

The Department of Culture, Sports and Tourism also requested units to urgently develop plans to implement the Law on Cultural Heritage, regularly organize propaganda activities, disseminate laws on cultural heritage protection on local mass media to all classes of people, especially people living near relic areas to promote the role of the community; encourage people to participate in the protection of cultural heritage in general, relics, artifacts, relics, antiquities, and national treasures belonging to relics in particular.

Review all the inventoried and ranked relics, artifacts, relics, antiques, and national treasures of the relics in the area; establish a relic management board/team with a representative of the People's Committee of the commune or ward as the head of the board, members: Representatives of relevant departments, representatives of the Fatherland Front, Party cell secretary/head of the residential area where the relic is located, representatives of prestigious elders, representatives of families and clans (for relics that are communal houses or family churches), abbots (for relics that are pagodas) and issue internal rules and regulations for the operation of the relic management board/team, as a basis for organizing implementation according to regulations; ensure that there must be an organization or representative directly responsible for managing, protecting, and looking after the relic; do not let the relic have no or unclear unit or representative directly responsible for managing, protecting, and looking after the relic; Have plans to prevent, detect early and be ready to stop and handle acts of encroachment and sabotage, ensuring absolute safety for relics and artifacts, relics, antiquities, and national treasures belonging to the relics; not allowing them to be lost, misplaced, or violated in any form.

Strictly follow the processes, regulations and procedures for implementing relic restoration projects, collect opinions from relevant agencies, organizations and individuals and only implement when there is a written appraisal and approval from the competent authority.

Properly implement the project appraisal contents, economic-technical reports, and construction drawing designs for relic restoration that have been agreed upon and commented upon by the Ministry of Culture, Sports and Tourism, the competent agencies of the Ministry of Culture, Sports and Tourism, or the Department of Culture, Sports and Tourism, to ensure the protection and preservation of the original elements constituting the relic.
