Conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of the year of the Ministry of Culture, Sports and Tourism

On the morning of July 17, the Ministry of Culture, Sports and Tourism held a conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2025. Member of the Party Central Committee, Minister of Culture, Sports and Tourism Nguyen Van Hung chaired the conference.

Attending the Conference were Alternate member of the Party Central Committee, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh; Deputy Minister Trinh Thi Thuy; Deputy Minister Phan Tam; Deputy Minister Ta Quang Dong; Deputy Minister Hoang Dao Cuong; Deputy Minister Ho An Phong; Vice Chairmen of the People's Committees of 22 provinces and cities, along with leaders of units under the Ministry of Culture, Sports and Tourism and related units of localities.

The conference was held directly at the headquarters of the Ministry of Culture, Sports and Tourism and online to 34 locations in 34 provinces and cities across the country.

Reporting on the summary of the results of the implementation of tasks in the first 6 months of the year and the key tasks in the last 6 months of 2025, Alternate member of the Party Central Committee, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh said that 2025 is the final year to accelerate, make a breakthrough, and successfully complete the implementation of the Resolution of the 13th National Party Congress. In the first 6 months of 2025, inheriting the results achieved in 2024, with the attention and close direction of the Party and State leaders, the efforts of the collective, the correct and accurate advice and the drastic and timely direction of the Ministry's leaders, the entire Industry has closely followed and synchronously and effectively implemented the Party's guidelines and policies, the State's laws and policies, the Resolution of the 13th National Party Congress, and the Resolutions at the regular meetings of the Government ; focusing on the task of reviving and developing Vietnamese culture.

In particular, on June 26, 2025, the Party Committee of the Ministry of Culture, Sports and Tourism solemnly and successfully organized the 1st Congress of the Party Committee of the Ministry of Culture, Sports and Tourism for the 2025-2030 term with the motto "Solidarity - Democracy - Discipline - Streamlining - Professionalism - Development", upholding the spirit of "Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge", this is a very important milestone, an encouragement, motivation, and determination for the entire Party Committee and the entire Industry to continue to strive, firmly step into the new era of the nation; thereby continuing to gradually affirm the viewpoint "Culture must light the way for the nation", "Culture must be placed on par with economics, politics , and society".

In the first 6 months of 2025, the Ministry's leadership has always maintained the principles of solidarity, unity, exemplary, promoting the spirit of responsibility, proactiveness, leadership, drastic, timely, flexible, and comprehensive direction in all areas of work; grasped the situation and practical requirements to propose appropriate solutions and effective policy responses; paid attention to promptly removing difficulties and obstacles for the operations of agencies and units under the Ministry; focused on directing the resolution of outstanding issues from the previous period; continued to study and summarize the organization of the apparatus in the spirit of Resolution 18-NQ/TW, along with reviewing the implementation of decentralization and delegation in the fields of culture, sports and tourism, implementing the model of organizing 2-level local government; promoted reform, cut administrative procedures, and decentralization; resolved difficulties and obstacles for projects, and promoted the disbursement of public investment capital.

With the right, drastic and practical direction and management of the Ministry's leadership, and the active participation of the agencies and units under the Ministry, in the first 6 months of 2025, the work of culture, sports and tourism achieved important and quite comprehensive results in all fields, typically as follows:

The Minister and Deputy Ministers resolutely direct the dissemination, strict implementation, synchronous, drastic, effective and substantive implementation of the Resolution of the 13th National Party Congress; the Resolutions and Conclusions of the Central Committee, the National Assembly and the Government.

Institutional development and improvement continues to be one of the top priorities of the Ministry's leaders, spending a lot of time leading and directing at the Ministry's specialized meetings on Law Development. In the first 6 months of 2025, the Minister directed the development and promulgation of 25 legal documents under his authority: (i) The National Assembly's law-making program: including 02 draft laws, 01 resolution and 01 proposal for law-making being developed and submitted to ensure progress and quality; (iii) Submitting to the Government for promulgation 05 decrees; Continuing to complete the dossier to submit to the Government 06 decrees; (v) issuing 10 circulars under his authority.

Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh reported a summary of the results of the implementation of tasks in the first 6 months of the year and key tasks in the last 6 months of 2025.

Major issues of the Industry's orientation are determined with specific implementation roadmaps, directing the organization to implement in the right direction, in accordance with the actual situation, specifically: (i) completing and submitting to the Government the Feasibility Study Report of the National Target Program on Cultural Development for the period 2025-2035, phase 1: from 2025 to 2030; (ii) focusing on completing: Project to organize "Exhibition of socio-economic achievements on the occasion of the 80th anniversary of National Day (September 2, 1945 - September 2, 2025); Project "Internationalization of national cultural identity, nationalization of the quintessence of world culture"; (iii) coordinating with Departments, branches and localities to organize activities to celebrate major holidays and important historical events in the 3 years 2023 - 2025.

Tourism has grown impressively, continuing to be a bright spot in contributing to the country's socio-economic development. The total number of international visitors in the first 6 months of 2025 reached more than 10.6 million, an increase of 20.7% over the same period. Total revenue from tourists in the first 6 months of 2025 is estimated at about 518 trillion VND.

Activities to preserve and promote cultural heritage have been effectively implemented; press, communication and publishing have had many positive changes; the fight against bad and toxic information has been carried out regularly and continuously with increasingly improved efficiency; the mass sports movement has developed strongly; high-performance sports have made progress; the cultural industry and entertainment industry have shown positive signs of development with many unique and creative cultural products and activities.

Cultural and foreign affairs work in the first 6 months of 2025 had many bright spots, changing the mindset from "Meeting and exchanging" to "True cooperation", many activities, programs, and cooperation documents on culture, sports and tourism were organized and signed during the visits of senior leaders of the Party and State.

Regarding general direction and management, in the first 6 months of 2025, the Ministry issued 6,001 documents directing and managing the fields of culture, sports and tourism. The Ministry's leaders chaired conferences, meetings, and worked to direct, manage, and handle important, necessary, and urgent tasks such as: legal topics on institutional building and improvement; disbursement of public investment capital; organization and streamlining of apparatus, coordination with localities; Activities of the Ministry's leaders: participating in the Government and National Assembly working delegations working with 06 localities; working with 06 ministries, branches; 18 localities; Receiving and working with 06 Ambassadors and Diplomatic Corps.

Regarding the key tasks for the last 6 months of 2025, the Ministry of Culture, Sports and Tourism will focus on directing the development of projects to submit to the Government and the Prime Minister and tasks assigned by the Government and the Prime Minister in 2025.

Draft laws, decrees, and circulars for promulgation and submit to competent authorities for promulgation according to the 2025 law-making program.

Focus on guiding and implementing decentralization and division of authority in the sector's fields when organizing two-level local government.

Continue to implement tasks of developing science, technology, innovation, digital transformation, administrative reform and Project 06; focus on reviewing legal regulations to promptly remove bottlenecks serving the development of science, technology, innovation and digital transformation activities in accordance with the characteristics of the culture, sports and tourism sector; develop and promulgate a program to promote digital transformation of smart tourism in the tourism sector; upgrade the Ministry's administrative procedure settlement information system, ensure information security and safety and connect with the National Population Database.

Focus on implementing the Programs and Projects after approval: National target program on cultural development for the period 2025-2035; Project "Internationalization of national cultural identity, nationalization of world cultural quintessence"; Strategy for developing Vietnam's cultural industries to 2030, vision to 2045; Project on entertainment industry.

Focus on directing and successfully organizing the Exhibition of socio-economic achievements and well organizing cultural and artistic events, activities, and entertainment programs with positive content, strongly spreading traditional values and patriotism, aspirations for development and national unity, celebrating the 80th anniversary of the August Revolution and National Day September 2 and assigned tasks at the Parade and Parade to celebrate the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
