The village retains the identity of the Dao people.
Nestled at the foot of the mountain, facing the poetic Da River, Huoi Long village (Tua Thang commune) is one of the destinations with great potential for community tourism in Dien Bien province. More than 100 Dao ethnic households living in the neatly planned resettlement area have created a peaceful and attractive scene.
Here, the Dao ethnic cultural identity is still preserved intact through traditional costumes, ancient writing, religious rituals and community activities. Visitors not only immerse themselves in daily life but also have the opportunity to participate in typical rituals such as the Cap Sac ceremony - an important coming-of-age ceremony in the life of a Dao man.
Mr. Phan Quang Chau, a resident of Huoi Long village, said: “Dao villages are often located close to each other, so their cultures are rarely mixed. Rituals, props, and writing are all preserved and taught by shamans. This helps to preserve the cultural identity quite intact.”
The natural scenery combined with the culturally-imprinted lifestyle has created a unique attraction for Huoi Long. Visitors coming here can easily see women spinning and weaving on the porch, children playing by the stream, and motorboats from the Da River docking with loads of fish and shrimp. If lucky, visitors can also attend folk festivals - where traditional culture blends with the community.

Methodical orientation, clear goals
To replicate the community tourism model, recently, the People's Committee of Dien Bien province issued Plan No. 3431/KH-UBND to effectively implement the Project on developing community tourism until 2025, with a vision to 2030. The goal is to maximize the exploitation of cultural and natural values, while improving people's lives and building a community tourism brand with its own identity.
According to the plan, by 2030, the whole province strives to have at least 7 recognized community tourism spots; 1 spot meeting ASEAN community tourism standards; 50% of spots recognized as OCOP products, promoted on digital platforms and mainstream media. Dien Bien also aims for community tourism spots to welcome 15-20% of tourists in the whole province.
The development of community tourism products and services will be closely linked to the preservation of traditional culture, the development of cultural industries and the formation of a coordination mechanism for tourism promotion and trade promotion. In particular, the province will prioritize the development of chain models linking tourism with OCOP products and traditional craft villages, in order to increase economic value and retain tourists.

The plan also emphasizes the role of human resource training: at least 70% of community tourism owners and 60% of workers will be trained in professional skills. At least 2 training courses will be held annually to improve customer service skills, preserve intangible cultural heritage and maintain traditional festivals.
For effective implementation, Dien Bien has set out 11 key tasks, from raising awareness, investing in infrastructure, developing products, promoting, to preserving culture, protecting the environment and improving human resources quality. In particular, the Provincial People's Committee requires relevant departments and branches to coordinate closely in implementation; periodically report progress to adjust accordingly to reality.
In addition, the province also promotes infrastructure investment at potential locations, creating conditions for people and businesses to participate in building accommodation facilities, restaurants, and entertainment areas, contributing to creating a tourism value chain that is competitive domestically and internationally.
In the new development stage, when the trend of green tourism and experiential tourism is increasingly popular, investing in community tourism is a timely direction. Dien Bien is striving to create a unique, attractive and sustainable community tourism ecosystem.
